Position Summary

  • The HSEWW Engineer is responsible for developing, implementing, and monitoring Health, Safety, and Environmental programs specific to power utilities infrastructure, including substations, overhead and underground transmission and distribution networks, switching stations, and associated facilities.
  • The role ensures compliance with HSE regulations, utility standards, and project requirements; promotes a strong safety culture; and supports continuous improvement in risk management and environmental performance across power utilities construction, operations, and maintenance activities.

Key Responsibilities

  • Implement and maintain HSE policies, procedures, and standards for power utilities infrastructure.
  • Ensure compliance with applicable HSE legislation, electrical safety regulations, environmental permits, and utility specific standards.
  • Conduct regular HSE inspections and audits of sites, equipment, and activities; track findings and verify close out of corrective actions.
  • Support development, review, and continuous improvement of the HSE Management System for power utilities projects and operations.
  • Lead or participate in risk assessments, Job Safety Analyses and Hazard Identification studies for high voltage and power related activities.
  • Identify hazards related to electrical work (MV/LV/HV), live line proximity, switching and isolation, work at height (towers, poles), lifting operations, excavation and cable laying, traffic management, and confined/enclosed spaces (cable ducts, manholes, tunnels).
  • Support incident and near miss reporting, investigation, and root cause analysis for power utilities activities.
  • Develop corrective and preventive actions, and follow up to ensure effective implementation and learning across teams.
  • Maintain incident statistics, trend analyses, and performance reports, with specific focus on electrical safety, work at height, and construction related risks.
  • Participate in emergency preparedness and response planning and drills, including scenarios such as electrical contact, arc flash, fires, equipment failures, and severe weather impacts on networks.
  • Monitor environmental aspects related to power utilities operations.
  • Ensure adherence to environmental permits, waste management requirements, and spill prevention/response procedures.

Required Qualifications

  • Bachelor’s degree in Electrical Engineering, Environmental Engineering, or related discipline; or a closely related engineering degree with strong exposure to power utilities.
  • 6 years of HSE experience, with at least part in power utilities, transmission and distribution, substations, or related heavy electrical/industrial environments.
  • Solid knowledge of HSE regulations, electrical safety standards, and best practices applicable to power utilities infrastructure.

Preferred Qualifications

  • Recognized HSE certifications (e.g., NEBOSH, OSHA, IOSH, or equivalent).
  • Experience working with utility companies, grid operators, or EPC contractors on transmission and distribution projects.
  • Familiarity with ISO 14001, ISO 45001 and integrated management systems.
  • Experience with incident investigation methodologies.
  • Knowledge of applicable electrical standards and codes.

Skills & Competencies

  • Strong understanding of power utilities infrastructure and associated HSE risks (electrical, mechanical, work at height, lifting, excavation, traffic, and environmental).
  • Ability to conduct risk assessments, develop HSE procedures, and interpret regulatory and utility specific requirements.
  • Effective communication and training skills across all organizational levels and with contractors.
  • Strong observation, analytical, and problem solving abilities; able to challenge unsafe practices constructively.
  • Proficient in MS Office and HSE reporting tools; experience with digital permit to work or HSE management systems is an advantage.
  • Ability to influence and drive a positive safety culture in construction and operational environments.
