- Ensure site safety plan compliance with corporate policy and regional safety requirements
- Administer job safety program and conduct regular audits and inspections of work areas, machinery, equipment, and working conditions
- Monitor safety performance of contractors and construction operations
- Ensure compliance with occupational health standards and proper use of PPE
- Report non compliance incidents, recommend corrective actions, and follow up
- Maintain records of safety audits, inspections, and prepare site HSE reports
- Conduct new hire safety orientations, daily safety huddles, and weekly toolbox talks
- Participate in internal safety reviews, site inspections, and incident investigations
- Coordinate specialist HSE training (e.g., confined space, work at height, defensive driving)
Requirements
- Bachelor's Degree in Occupational Safety and Health, Construction, Engineering, or related field (or equivalent experience)
- 5 years of related work experience in Health and Safety, including similar HSE role on landscape, infrastructure, or utilities projects
- Thorough knowledge of Qatar HSE regulations and international safety standards
- Attendance at recognized safety related training courses (e.g., NEBOSH or equivalent)
- Trained Lead Auditor for ISO 45001
- Valid 3rd party certifications in first aid, work at height, confined space, and defensive driving
- Valid Qatar Driving License
- Good written and oral communication skills in English

Job Description
- Parsons is looking for an HSE Officer to join the team in Qatar, site based, responsible for monitoring and improving HSE performance across landscape, infrastructure, and utilities projects.
What You’ll Be Doing
- Work under the Safety Manager to ensure site safety plan compliance.
- Administer job safety program and conduct regular audits and inspections.
- Monitor safety performance of contractors and construction operations.
- Ensure compliance with occupational health standards and proper use of PPE.
- Report non compliance incidents and recommend corrective actions.
- Maintain records of safety audits and prepare site HSE reports.
- Conduct new hire safety orientations, daily safety huddles, and toolbox talks.
- Participate in internal safety reviews and incident investigations.

- Assist HSE Manager in implementing H&S standards and promoting safety culture.
What Required Skills You’ll Bring
- Bachelor’s Degree in Occupational Safety and Health, Construction, Engineering, or related field (or equivalent experience).
- 5 years of related work experience in Health and Safety on landscape, infrastructure, or utilities projects.
- Thorough knowledge of Qatar HSE regulations and international safety standards.
