Responsibilities
- Work under the general direction of the Safety Manager to ensure the site safety plan is in compliance with corporate policy and prevailing regional safety requirements
- Administer the job safety program and conduct regular audits and inspections of work areas, machinery, equipment, and working conditions to detect and correct safety hazards
- Monitor the safety performance of contractors and all construction operations in assigned job site areas
- Ensure compliance with occupational health standards and the proper use of personal protective equipment (PPE)
- Report incidents of non compliance, recommend corrective actions, and follow up to confirm implementation
- Ensure the availability, readiness, and proper use of accident prevention procedures, safety and fire prevention equipment, protective clothing and devices, and first aid supplies
- Maintain records of safety audits, inspections, and required follow up actions, and prepare site HSE reports
- Perform accident record analysis and issue reports on a regularly scheduled basis
- Maintain an inventory of first aid, safety, and fire equipment; function as the first aid attendant if certified
- Conduct new hire safety orientations, daily safety huddles, and weekly toolbox talks/training sessions
- Participate in internal safety reviews, site inspections, and incident investigations
- Carry out or coordinate specialist HSE training (e.g., confined space, work at height, defensive driving)
Requirements
- Bachelor’s Degree in Occupational Safety and Health, Construction, Engineering, or a related field (or equivalent experience)
- 5 years of related work experience in the field of Health and Safety, including demonstrable experience in a similar HSE role on landscape, infrastructure, or utilities projects
- Thorough knowledge of Qatar HSE regulations relevant to the construction industry and other international safety standards, procedures, and best practices
- Attendance at recognized safety related training courses (e.g., NEBOSH or equivalent)
- Trained Lead Auditor for ISO 45001 Occupational Health & Safety Management Systems
- Valid 3rd party certifications in first aid, work at height, confined space, and defensive driving
- Valid Qatar Driving License
- In depth understanding of safety management systems and procedures
- Good written and oral communication skills in English
- Ability to make appropriate decisions based on HSE knowledge and site conditions

Job Description
- Parsons is looking for an amazingly talented HSE Officer to join our team in Qatar!
- In this role, you will be site based and responsible for monitoring and improving health, safety, and environmental (HSE) performance across multiple work areas on landscape, infrastructure, and utilities projects.
- You will work closely with contractors, client representatives, and internal teams to ensure compliance with HSE regulations, standards, and best practices, and to support a safe working environment.
What You’ll Be Doing
- Working under the general direction of the Safety Manager (or Senior Safety Specialist on larger job sites) to ensure the site safety plan is in compliance with corporate policy and prevailing regional safety requirements.
- On projects where there is no Senior Safety Specialist, assisting senior construction site representatives in the establishment and implementation of the job safety program.
- Administering the job safety program and conducting regular audits and inspections of work areas, machinery, equipment, and working conditions to detect and correct safety hazards.
- Monitoring the safety performance of contractors and all construction operations in assigned job site areas, with respect to Parsons’ ESHARP Management and Corporate Safety & Health Processes.
- Ensuring compliance with occupational health standards and the proper use of personal protective equipment (PPE).
- Reporting incidents of non compliance to codes and standards, recommending corrective actions, and following up to confirm implementation.
- Ensuring the availability, readiness, and proper use of accident prevention procedures, safety and fire prevention equipment, protective clothing and devices, and first aid supplies.
- Maintaining records of safety audits, inspections, and required follow up actions, and preparing site HSE reports as required.
- Performing accident record analysis and issuing reports on a regularly scheduled basis.
- Maintaining an inventory of first aid, safety, and fire equipment; and, if appropriately certified and on smaller projects, functioning as the first aid attendant and/or supervising first aid personnel.
- Conducting new hire safety orientations, daily safety huddles, and weekly toolbox talks/training sessions.
- Participating in internal safety reviews, site inspections, and incident investigations.
What Required Skills You’ll Bring
- Bachelor’s Degree in Occupational Safety and Health, Construction, Engineering, or a related field (or equivalent experience; depending on experience level, the degree requirement may be waived).
- 5 years of related work experience in the field of Health and Safety, including demonstrable experience in a similar HSE role on landscape, infrastructure, or utilities projects.
- Thorough knowledge of Qatar HSE regulations relevant to the construction industry and other international safety standards, procedures, and best practices.
