Role Overview
The HSE Officer supports safe project delivery and handover while ensuring HSSE requirements are integrated into the EPC execution strategy.
The role provides HSSE guidance to the project, PMC resources, EPC contractor, vendors, and subcontractors.
Principal Accountabilities
- Ensure HSSEQ goals, objectives, and targets are met through personal leadership and involvement.
- Monitor the EPC contractor and subcontractors to ensure project HSSE objectives and standards are achieved.
- Establish, maintain, and implement project HSSE procedures and the project HSSE plan.
- Identify, evaluate, and resolve HSSE issues during the EPC phase.
- Coordinate with PMC construction engineers on HSSE activities during construction.
- Champion safety culture, behaviors, and engagement activities.
- Witness contractor HSSE audits and report nonconformances and observations to project management.
- Ensure EPC contractor HSSE personnel are appropriately qualified.
- Ensure vendor and subcontractor HSSE systems are evaluated and comply with project standards.
- Support HSSE investigations, communicate findings, and provide lessons learned to stakeholders.
Qualifications and Experience
- Bachelor's degree in safety, health, environmental, technical, scientific, related engineering, or an equivalent qualification from an accredited university.
- Relevant experience in the oil and gas or petrochemical industry.
- Experience preparing Health, Safety, Environmental Impact reports.
- Full familiarity with QRA development.
