About the Role
OilExec International is seeking an HSE Marine Specialist in Doha to implement HSE strategy, manage assurance processes, and ensure compliance in marine operations.

Responsibilities
- Implement HSE strategy within the operational environment
- Manage assurance processes within the operational environment to drive sustained improvement
- Implement and direct change to achieve a positive safety culture
- Assess and assure site management maintain compliance against regulatory, contractual, HSSEQ, and industry practice requirements
- Provide expert technical guidance to line management functions
- Apply compliance and measurement tools to monitor, record, and verify safe work methodologies
- Follow up HSE aspects of new projects and 3rd party vessels
- Carry out HSE/Hygiene inspections across own/charter fleet
- Verify HSE documentation for new contracts and chartered vessels
- Direct initial scene response for HSEQ incidents, provide situation reports, and conduct investigations
- Undertake verification of competency assurance for HSEQ critical activities
- Perform other job related duties as assigned
Requirements
- 2 year Full Time Graduate Diploma in Health or 3 year Full Time Degree and NEBOSH Diploma Health and Safety; or Chartered member
- Offshore marine experience (1st or 2nd Preferred)
- Auditor qualification for ISM/ISPS accreditation from a recognized institution
- Root Cause Analysis certification
- Training and Assessment qualification
- First Aid certification
- Minimum 8 years professional experience, of which 5 years as HSE professional in oil and gas marine industry
- At least 3 years experience with accountability of HSE operational functions
- Working knowledge of SOLAS, STCW, MARPOL, Class requirements
- Good working knowledge of Microsoft Office
- Must be fluent in English
