Responsibilities
- Conduct daily site inspections to verify compliance with HSE plans, method statements, and permit to work systems
- Monitor high risk activities (excavation, lifting, hot works, confined space, electrical works) and enforce LOTO and PPE compliance
- Assist in Job Hazard Analysis (JHA) and Task Risk Assessments (TRA) for critical activities
- Report and investigate near misses, incidents, and accidents; maintain accurate logs
- Maintain inspection checklists, daily safety reports, and non conformance records
- Conduct toolbox talks, HSE inductions, and refresher sessions for site personnel
- Monitor waste management, spill prevention, and dust/noise control measures
Requirements
- Bachelor’s degree in Health, Safety, Environment Management, Chemical Engineering or equivalent
- 10+ years’ experience in HSE within the construction sector
- NEBOSH Diploma qualification or equivalent
- Strong observation, reporting, and communication skills
- Track record of successfully managing HSE matters on infrastructure projects

Your Impact
- Jacobs is seeking an experienced HSE Engineer to monitor and enforce compliance with health, safety, and environmental standards on construction and infrastructure projects.
Key Responsibilities
- Safety Compliance & Monitoring: Conduct daily site inspections to verify compliance with HSE plans, method statements, and permit to work systems
- Monitor high risk activities (excavation, lifting, hot works, confined space, electrical works) and enforce LOTO and PPE compliance
- Ensure adherence to local legislation, ISO 45001, and company HSE standards
- Risk Assessment & Control: Assist in Job Hazard Analysis (JHA) and Task Risk Assessments (TRA) for critical activities
- Identify unsafe conditions/acts and implement corrective actions immediately
- Verify emergency preparedness (firefighting equipment, evacuation routes, drills)
- Incident Management: Report and investigate near misses, incidents, and accidents; maintain accurate logs
- Support root cause analysis and recommend preventive measures
- Prepare incident reports for submission to HSE Manager and client
- Documentation & Reporting: Maintain inspection checklists, daily safety reports, and non conformance records
- Track PPE issuance, training attendance, and permit compliance
- Submit weekly/monthly HSE performance reports to management
Qualifications
- Bachelor’s degree Health, Safety, Environment Management, Chemical engineer (or equivalent) or relevant diploma
- 10+years’ experience in the field of HSE within the construction sector
- A track of successfully managing HSE matters on a mix of infrastructure projects
- NEBOSH Diploma qualification or equivalent
- Strong observation, reporting, and communication skills; ability to enforce compliance diplomatically
