About the Role
Henan D.R. Construction Group seeks an HSE Engineer for the Taweelah Independent Power Plant Project in Abu Dhabi.

Responsibilities
- Implement the project Health, Safety, and Environmental Management System (HSEMS)
- Conduct daily site inspections to ensure compliance with company, client, and UAE HSE requirements
- Identify hazards, conduct risk assessments, and recommend effective control measures
- Review and monitor Method Statements, Risk Assessments, Job Safety Analysis, and Permit to Work documentation
- Monitor high risk activities including excavation, working at height, heavy lifting, hot work, confined space entry, electrical safety, and temporary works
- Ensure proper implementation of Lockout/Tagout (LOTO) procedures
- Conduct HSE induction training, toolbox talks, and safety awareness programs
- Investigate accidents, incidents, and near misses and prepare detailed investigation reports with corrective actions
- Monitor subcontractor HSE performance and ensure compliance with project requirements
- Carry out regular HSE audits and inspections and follow up on corrective actions
- Maintain HSE records, reports, statistics, and documentation
- Ensure proper use of Personal Protective Equipment (PPE) by all personnel
Requirements
- Bachelor's Degree in Civil Engineering, Environmental Engineering, Occupational Health & Safety, or related discipline
- Minimum 5 years of HSE experience in Power Plant Construction Projects
- Experience in civil construction works within EPC, power generation, or industrial projects
- Strong understanding of UAE HSE regulations and international safety standards
- Excellent communication and report writing skills
- Proficiency in Microsoft Office
- NEBOSH International General Certificate (IGC)
- OSHA 30 Hour Construction Safety
- ISO 45001 Internal Auditor or Lead Auditor
- First Aid & CPR Certification
- Fire Safety / Fire Warden Training
- Permit to Work (PTW) Training

Job Summary
- The HSE Engineer will be responsible for implementing and monitoring Health, Safety, and Environmental (HSE) standards across the project site.
- The successful candidate will ensure compliance with UAE regulations, client HSE requirements, and international standards while supporting safe execution of civil construction activities within a power plant environment.
Key Responsibilities
- Implement the project Health, Safety, and Environmental Management System (HSEMS).
- Conduct daily site inspections to ensure compliance with company, client, and UAE HSE requirements.
- Identify hazards, conduct risk assessments, and recommend effective control measures.
- Review and monitor Method Statements (MS), Risk Assessments (RA), Job Safety Analysis (JSA), and Permit to Work (PTW) documentation.
- Monitor high risk activities including: Excavation works, Working at Height, Heavy lifting operations, Hot Work, Confined Space Entry, Electrical Safety, Temporary Works
- Ensure proper implementation of Lockout/Tagout (LOTO) procedures.

Qualifications
- Bachelor's Degree in Civil Engineering, Environmental Engineering, Occupational Health & Safety, or a related engineering discipline.
- Minimum 5 years of HSE experience in Power Plant Construction Projects.
- Experience in civil construction works within EPC, power generation, or industrial projects is mandatory.
- Strong understanding of UAE HSE regulations and international safety standards.
- Excellent communication and report writing skills.
- Proficiency in Microsoft Office.
