HSE Design Engineer

Overview

Responsibilities

• Integrate HSE and Process Safety requirements from Concept, FEED, and Detailed Design stages throughout EPC project execution.
• Ensure compliance with HSE Management System (HSE-MS), Design Safety Requirements, and international engineering safety standards.
• Coordinate and facilitate third-party safety studies including HAZID, HAZOP, ENVID, SIMOPS, SIL reviews, and other risk assessment workshops.
• Ensure proper implementation of ALARP principles, risk ranking methodologies, and mitigation strategies during engineering design reviews.
• Review and validate engineering deliverables including PFDs, P&IDs, plot plans, layouts, equipment arrangements, and 3D models from an HSE and Process Safety perspective.
• Verify adequacy of fire protection systems, fire & gas detection systems, hazardous area classifications, emergency escape routes, evacuation systems, and safe access provisions.
• Participate in design review meetings, constructability reviews, model reviews, and technical risk assessments.
• Coordinate with multidisciplinary engineering teams to ensure safety considerations are embedded into all design aspects.
• Support project teams in ensuring compliance with regulations, client specifications, and international codes and standards.
• Prepare and review HSE engineering reports, risk registers, safety philosophies, and technical documentation.

Requirements

• Bachelor’s Degree in Engineering (Chemical, Mechanical, Process, Safety, or related discipline).
• Minimum 8–12 years of experience in HSE Engineering / Process Safety Engineering within EPC Oil & Gas projects.
• Strong exposure to FEED and Detailed Design projects for major Middle East operators.
• Hands-on experience in HAZOP, HAZID, ENVID, SIMOPS, SIL studies, and design risk assessments.
• Strong understanding of Process Safety, ALARP methodologies, Fire & Gas systems, and Hazardous Area Classification.
• Familiarity with international standards and engineering codes related to HSE and Process Safety.
• Experience reviewing engineering documents such as PFDs, P&IDs, layouts, and 3D models.
• Strong communication, coordination, and stakeholder management skills.
