Role overview

The HR Operations Manager oversees day-to-day HR operations and ensures their efficient and effective execution.

The role implements approved HR policies, improves HR operational workflows, ensures timely task completion, and supports company HR objectives.

Policies, compliance, and attendance

  • Update and implement internal HR policies and procedures and align internal regulations with MHRSD requirements.
  • Ensure employees are registered in attendance and time-tracking systems.
  • Investigate lateness, early departure, and absence cases and apply approved disciplinary actions.
  • Monitor weekly attendance and timekeeping and notify employees and department heads of violations.

Employee data and administration

  • Maintain complete employee records in the HR system and manage and archive employee files.
  • Review and approve employee leave requests.
  • Manage contracts, contract-expiry notifications, probation monitoring, employee transfers, badges, and business cards.
  • Ensure new employees have the required tools and resources.

Payroll and benefits

  • Manage the monthly payroll cycle and process payroll inputs and outputs.
  • Manage end-of-service benefits, employee clearances, experience certificates, and employee letters.
  • Manage employee medical insurance, financial advances, and flight tickets in accordance with policies and contracts.

Reporting and HR projects

  • Prepare workforce, payroll, leave, and employee-turnover reports.
  • Address employee inquiries and resolve operational HR issues.
  • Support performance evaluations, promotions, and rewards from an operational perspective.
  • Lead HR digital transformation and HRIS development projects and improve HR systems and processes.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • At least 10 years of experience in Human Resources.
  • At least three years of experience in a leadership or supervisory HR role.
  • Practical experience with HRIS or ERP systems.
  • Strong knowledge of MHRSD regulations and systems.
  • Experience in payroll and employee benefits management.
  • Strong leadership, analytical, reporting, and problem-solving skills.
  • CIPD certification.
