Senior HR management position based in Riyadh, Saudi Arabia, with a public sector organisation.
The HR Manager leads all HR functions and manages the HR team.
The role covers operational HR delivery and strategic workforce planning across the organisation.
Responsibilities
- Lead and manage all HR operations and the HR team.
- Develop and implement HR policies, procedures, and HR strategies.
- Manage manpower planning, recruitment, onboarding, and employee retention.
- Oversee payroll, compensation and benefits, attendance, leave management, and employee records.
- Manage performance appraisal cycles, KPIs, training programmes, and employee development.
- Handle employee relations matters, including disciplinary processes, grievances, and investigations.
- Ensure compliance with Saudi Labor Law and applicable regulations.
- Oversee Qiwa, GOSI, Mudad, Muqeem, and other relevant government HR platforms.
- Monitor Saudization requirements and workforce compliance.
- Develop organisational structures, job descriptions, grading frameworks, and salary structures.
- Prepare HR reports, dashboards, budgets, and workforce analytics for management.
- Support organisational development, succession planning, and employee engagement initiatives.
Required profile
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Minimum seven years of HR experience.
- Previous experience in logistics, transportation, customs clearance, warehousing, or a comparable operational industry is strongly preferred.
- Strong knowledge of Saudi Labor Law and government HR platforms.
- Demonstrated experience across HR operations, recruitment, payroll, performance management, and employee relations.
