Summary Keysight Technologies is seeking a Staffing Manager to lead a team of 6–8 recruiters supporting talent acquisition across our Asia Pacific countries, including Malaysia, Singapore, Japan, Korea, India, and China.
This role owns regional recruiting strategy and execution, manages recruiter performance, and partners closely with local and global HR and business leaders to meet hiring goals across a fast-paced, technical, multinational organization.

Lead, coach, and develop a team of 6–8 recruiters across multiple APAC countries, setting goals and monitoring performance against hiring targets and SLAs.
Partner with hiring managers and HR business partners across the region to understand workforce plans and build recruiting strategies tailored to each country's talent market and labor practices.
Oversee full-cycle recruiting execution across the team, from sourcing and screening through offer and close, ensuring a consistent, high-quality candidate experience.
Drive and monitor use of iCIMS (or equivalent ATS) to maintain data integrity, pipeline visibility, and recruiting metrics/reporting.
Ensure recruiting practices comply with local labor laws and Keysight's global hiring standards across each APAC country.
Build and maintain a strong understanding of the technology, software, hardware, and manufacturing talent landscape to guide sourcing strategy for engineering, R&D, and technical roles as well as direct labor in Keysight's Asia-based manufacturing centers.
Collaborate with global talent acquisition leadership and cross-functional stakeholders (HR, Legal, Finance) to align regional practices with company-wide initiatives.
Manage vendor and agency relationships as needed to supplement direct sourcing efforts.
Drive employee branding efforts locally and in partnership with regional peers in Europe and the Americas.
Oversee core onboarding activities for Keysight globally.
Communicate hiring progress, market insights, and team performance to senior leadership on a regular basis.
Strong background in recruiting, with demonstrated success hiring across multiple APAC countries. 3–5 years of people management experience preferred, ideally leading recruiting or HR teams.
Familiarity with iCIMS or comparable applicant tracking systems.
Solid understanding of the technology, software, and/or hardware industry and its talent market.
Proven ability to operate effectively within a large, global, matrixed organization.
Excellent spoken and written English required; additional regional language skills a plus.
Bachelor's degree in Human Resources, Business, or a related field, or equivalent experience.
Willingness to travel within the region as needed and flexibility to work across APAC time zones.
