Overview

We are currently providing consultancy support for a healthcare organization seeking a highly experienced

Hospital Director

to lead overall hospital operations, organizational growth, and operational transformation initiatives.

The COO / Hospital Director will be responsible for the strategic and operational leadership of the hospital, ensuring excellence in patient experience, financial performance, regulatory compliance, and long-term sustainability.

Working closely with Medical Directors and senior clinical and non-clinical stakeholders, the successful candidate will drive operational efficiency, service expansion, and organizational performance aligned with the institution’s vision and strategic objectives.

This executive leader will also serve as the primary liaison to regulators, insurers, investors, and external stakeholders while maintaining alignment with UAE healthcare regulations and international best practices.

Hospital Commissioning & Expansion

  • Lead timely hospital go-live activities and phased commissioning plans with clearly defined operational readiness criteria.
  • Oversee readiness across critical departments including Operating Theatres, ICU, Endoscopy, Radiology, Laboratory, Nuclear Medicine, and Pharmacy.
  • Establish commissioning dashboards, monitor risks, and implement mitigation strategies for critical-path activities.
  • Manage phased expansion plans for inpatient capacity, ICU beds, operating theatres, endoscopy suites, and specialty services in line with business projections and regulatory requirements.
  • Ensure operational, staffing, infrastructure, credentialing, and financial readiness for each expansion phase.

Strategy, Financial Performance & Growth

  • Own overall P&L performance, including revenue growth, profitability, and cash-flow objectives.
  • Translate strategic priorities into annual operational plans and service-line growth strategies.
  • Support the development and expansion of specialty programs including Gastroenterology, GI Surgery, Oncology, Cardiology, Critical Care, Radiology, and Laboratory Services.
  • Lead commercial negotiations with insurers and corporate partners while expanding referral networks and strategic partnerships.

Operations & Administration

  • Provide executive oversight across Operations, Finance, HR, Supply Chain, IT, Facilities, Revenue Cycle, Marketing, Patient Experience, and Health & Safety functions.
  • Optimize operational KPIs including occupancy rates, ALOS, theatre utilization, ICU throughput, turnaround times, and revenue cycle performance.
  • Drive operational excellence initiatives and cost optimization programs while maintaining high patient satisfaction standards.

Clinical & Operational Alignment

  • Establish structured governance forums and operational review mechanisms to ensure alignment between clinical and administrative functions.
  • Collaborate closely with Medical Directors on service planning, staffing, scheduling, and operational improvements.
  • Support implementation of corrective operational actions tied to quality and patient experience outcomes.

Regulatory Compliance & Accreditation

  • Ensure full compliance with UAE healthcare regulatory authorities and licensing requirements.
  • Maintain continuous readiness for accreditation standards including JCI, ISO, CAP, and other relevant frameworks.
  • Oversee compliance related to data privacy, financial governance, radiation safety, and organizational policies.
  • Represent the organization in engagements with regulators, insurers, investors, and external stakeholders.

Leadership & Culture

  • Build and mentor a high-performing leadership team across clinical support and non-clinical departments.
  • Drive workforce planning, organizational effectiveness, employee engagement, and retention initiatives.
  • Foster a culture focused on accountability, collaboration, operational excellence, and patient-centered care.
  • Support physician engagement initiatives in partnership with clinical leadership teams.

Digital Transformation & Analytics

  • Drive adoption and optimization of hospital information systems and digital health platforms.
  • Advance automation initiatives across scheduling, reporting, inventory, pre-authorizations, and analytics.
  • Promote data-driven decision-making and AI-enabled healthcare transformation initiatives.

Risk Management & Business Continuity

  • Lead enterprise risk management, business continuity planning, cybersecurity readiness, and facility preparedness programs.
  • Maintain organizational resilience through ongoing assessments, drills, and governance reporting.

Brand Development & Partnerships

  • Support positioning of the organization as a leading specialty healthcare provider within the region.
  • Build strategic partnerships, outreach initiatives, and community engagement programs.
  • Act as a key ambassador for the organization with patients, partners, and external stakeholders.

Governance & Board Reporting

  • Prepare executive performance reports, operational updates, and strategic recommendations for Board review.
  • Ensure transparent governance processes, audit readiness, and compliance with Board directives.
  • Support leadership succession planning and long-term organizational sustainability initiatives.

Education

  • Master’s degree in Healthcare Administration, Business Administration, Medicine, or a related field.
  • MBA or MHA preferred.

Experience

  • Minimum 15 years of progressive healthcare leadership experience.
  • At least 7 years in senior executive leadership positions.
  • Previous hospital commissioning and/or specialty hospital experience is highly preferred.
  • Experience within GI, surgical, or complex acute-care environments would be advantageous.

Core Competencies

  • Strong strategic leadership and operational execution capabilities.
  • Proven P&L management and commercial acumen.
  • Strong understanding of healthcare quality, governance, and compliance frameworks.
  • Deep familiarity with UAE healthcare regulations and accreditation standards.
  • Exceptional stakeholder management and executive communication skills.
  • Experience leading digital transformation and operational optimization initiatives.
  • Strong physician engagement and leadership development capabilities.
  • Data-driven approach to performance management and decision-making.
  • Commitment to patient safety, service excellence, and organizational resilience.

Language Requirements

  • English fluency is required.
  • Arabic language skills would be considered an advantage.
