Responsibilities
- Monitor and verify implementation of contractor HSE plans and procedures
- Lead HSE audits, inspections, risk assessments, and incident investigations across all active sites
- Ensure contractor compliance with Turkish H&S legislation and international safety standards (e.g. IFC, EBRD)
- Support development of site specific safety documentation, emergency response planning, and training activities
- Maintain regular updates and communicate safety findings and incident reports to project stakeholders
- Support and guide resident engineers and client staff in proactive H&S management and enforcement
- Maintain a culture of continuous improvement across all aspects of the working environment and projects
Requirements
- Degree in Occupational Health & Safety, Environmental Engineering, or related field
- Minimum 8 years professional experience and minimum 3 years in HSE roles on Water or Wastewater infrastructure projects
- Recognised international H&S certification such as NEBOSH or equivalent
- Familiarity with Turkish H&S law and international IFI safety guidelines
- Experience in EU or other international funded projects
- Experience in writing and reviewing safety plans, incident reports, and conducting toolbox talks or HSE training
- Strong reporting and communication skills
- Competent in office packages, Microsoft, Excel, PowerPoint
- Good time management skills

Project Overview
- Nicholas O'Dwyer is providing Technical Assistance and Supervision services for water and wastewater infrastructure projects across Gaziantep, Adıyaman, and Kilis provinces in Turkey.
About the Role
- Nicholas O'Dwyer is seeking a Health & Safety Expert to provide oversight, coordination, and monitoring of all HSE aspects during construction and commissioning of water and wastewater infrastructure projects.
Main Duties and Responsibilities
- Hold overall responsibility for monitoring and verifying implementation of contractor HSE plans and procedures.
- Take ownership and lead on HSE audits, inspections, risk assessments, and incident investigations across all active sites.
- Ensure contractor compliance with Turkish H&S legislation and international safety standards (e.g. IFC, EBRD).
- Support development of site specific safety documentation, emergency response planning, and training activities.
- Maintain regular updates and communicate safety findings and incident reports to project stakeholders.

Knowledge, Skills and Experience Required
- A degree in Occupational Health & Safety, Environmental Engineering, or a related field is required.
- Minimum of 8 years professional experience and a minimum of 3 years in HSE roles on Water or Wastewater infrastructure projects, including site supervision.
- Recognised international H&S certification such as NEBOSH or equivalent is required.
- Familiarity with Turkish H&S law, international IFI (e.g. EU, EBRD, WB) safety guidelines, and contractor compliance auditing.
- Experience in EU or other international funded projects.
- Experience in writing and reviewing safety plans, incident reports, and conducting toolbox talks or HSE training.
- Strong reporting and communication skills, with ability to maintain clear safety records and procedures.
- Competent in office packages, Microsoft, Excel, PowerPoint etc.
- Good time management skills, with the ability to prioritise work and manage many tasks concurrently.
- Excellent clear and concise communication skills and the ability to work as part of a multi disciplinary and multi cultural team.
