Overview
- This position is physically located in the Marshall Islands in support of LOGCAP.
- Under the direction of the Harbor Master, the Harbor Controller I watches and monitors movements of all vessels entering or exiting Kwajalein Harbor.
Responsibilities
- Ensures all logbooks are properly maintained and required reports are submitted in a timely manner.
- Monitors various radio frequencies and phones.
- Ensures published watercraft schedules are executed on time.
- Announces all harbor vessel movements.
- Ensures all vessels are fully manned prior to departure.
- Maintains cleanliness of Harbor Control Tower space.
- Monitors operability of all installed communications and other equipment.
- Reports any inoperable equipment to appropriate repair department.
- Communicates with inbound and outbound authorized visiting vessels.
- Coordinates and schedules vessel refueling.
- Coordinates all vessel to shore and vice versa communications.
- Maintains watercraft weather warning visual signals.
Qualifications
- High school diploma or equivalent.
- Preferred: U.S. Coast Guard license >25Tons or Merchant Marine Document.
- Knowledge of U.S. military radio telephone procedures.
- Knowledge of all emergency response procedures.
- Experience in VHF or wireless radio communication procedures.
- Knowledge of Safety Data Sheets (SDS) and storage requirements.
- Strong interpersonal skills.
- Ability to exercise discretion and good judgement.
- Attention to detail with high degree of accuracy.
- Advanced ability to communicate in English, both verbally and in written form.
- High level organizational and planning skills.
Working Conditions
- Must be capable of working in extreme weather conditions with temperatures exceeding 85 degrees Fahrenheit.
- Indoor and/or outdoor environment with very adverse and harsh conditions.
Physical Requirements
- Medium work: exerting up to 50 pounds of force occasionally, up to 30 pounds frequently, up to 10 pounds constantly.
- May require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting.
- Employee use of personal protective equipment (PPE) is required for some situations.
