Overview

Health and Safety Management

• Implement and maintain the project Health and Safety Management System.
• Ensure contractor compliance with approved safety plans, procedures, and regulatory obligations.
• Promote safety culture, monitor performance indicators, and support safety initiatives and awareness campaigns.

Site Safety and Compliance

• Conduct inspections of work areas, equipment, access routes, and temporary facilities.
• Verify controls for work at height, lifting, excavation, confined-space entry, personal protective equipment, and other high-risk activities.
• Participate in regulatory inspections and ensure corrective actions are implemented.

Risk and Incident Management

• Review risk assessments, job hazard analyses, and permit-to-work systems.
• Investigate accidents, incidents, near misses, and unsafe conditions and identify root causes.
• Maintain investigation records and monitor corrective and preventive measures.

Training and Coordination

• Conduct inductions, toolbox talks, safety briefings, and specialized safety awareness programs.
• Monitor contractor training and provide guidance to supervision teams.
• Coordinate HSE matters with clients, resident engineers, contractors, authorities, environmental teams, quality teams, and construction teams.

Reporting and Documentation

• Prepare weekly and monthly HSE reports covering inspections, incidents, audits, and performance trends.
• Maintain records of inspections, permits, training, investigations, and corrective actions.
• Review contractor safety reports, track KPIs, and control HSE documentation for audits.

Qualifications and Experience

• Bachelor's degree in engineering, occupational health and safety, environmental engineering, or a related discipline.
• Professional qualification in health and safety management is required.
• At least 5 to 8 years of professional construction health and safety experience, including at least 3 years in site supervision consultancy, engineering consultancy, or major construction projects.
• Experience with large-scale buildings, convention centers, hotels, resorts, mixed-use developments, and complex high-risk construction activities.
• Previous GCC experience, preferably in Saudi Arabia, is highly preferred.

Technical Competencies

• Strong knowledge of occupational health and safety regulations, construction safety, hazard identification, risk management, and compliance assessment.
• Experience with HSE inspections, audits, incident investigations, ISO 45001, HSE Management Systems, Microsoft Office, reporting tools, and HSE management software.
• NEBOSH certification is highly desirable; ISO 45001 auditor certification is preferred; professional-body membership is advantageous.
