Responsibilities
- Define, implement, and govern the overarching GIS strategy, standard operating procedures, and data models aligned with global best practices.
- Direct the integration of GIS with Building Information Modeling (BIM), IoT sensors, and asset management platforms to build and maintain a living Digital Twin.
- Oversee the procurement, deployment, and optimization of geospatial software, cloud architecture (Esri ArcGIS Enterprise), and high resolution spatial data acquisition (remote sensing, LiDAR, UAV).
- Partner with executive stakeholders, engineering leads, master planners, and government entities to ensure interoperability and seamless data exchange.
- Mentor and scale an expert, multi disciplinary GIS team while managing relationships with international contractors, vendors, and consultants.
- Establish and enforce rigorous data security protocols, QA/QC standards, and metadata guidelines for all geospatial assets.
Requirements
- 20 25 years of experience in GIS and geospatial roles
- Experience with enterprise GIS strategy and implementation
- Expertise in Esri ArcGIS Enterprise and cloud architecture
- Experience with BIM, IoT, and digital twin integration
- Strong program management and cross functional collaboration skills
- Experience leading multi disciplinary teams and managing vendors
- Knowledge of data governance, QA/QC, and security protocols for geospatial data

- Parsons is seeking a visionary GIS Senior Manager to pioneer, architect, and oversee the enterprise wide Geospatial Information Systems (GIS) framework for a landmark giga project in the Tabuk region.
- In this executive level capacity, you will be the driving force behind integrating geospatial data across the entire project lifecycle from master planning and smart city infrastructure to asset management and digital twin deployment.
- You will lead an elite team of geospatial engineers and analysts, ensuring that multi billion dollar design and construction decisions are backed by seamless, real time, and highly accurate geospatial intelligence.
What You'll Be Doing

- Cross Functional Collaboration: Partner with executive stakeholders, engineering leads, master planners, and government entities to ensure interoperability and seamless data exchange across all project delivery teams.
- Team Leadership & Vendor Management: Mentor and scale an expert, multi disciplinary GIS team while managing relationships and deliverables from international contractors, vendors, and consultants.
- Data Governance & Security: Establish and enforce rigorous data security protocols, quality assurance/quality control (QA/QC) standards, and metadata guidelines for all geospatial assets.
