Estimation Engineer

Job Summary

Tendering and Estimation

• Review tender documents, drawings, specifications, BOQs, and contract requirements and attend pre-tender meetings and site visits.
• Prepare material take-offs, labor and equipment calculations, subcontractor evaluations, BOQs, requests for quotation, and commercial comparisons.
• Estimate direct and indirect project costs and prepare pre-bid engineering estimates, pricing summaries, proposals, and tender submissions.
• Coordinate bid preparation with engineering, planning, HSE, procurement, construction, and project execution teams.

Commercial Responsibilities

• Identify project risks and opportunities and recommend mitigation measures during estimation.
• Analyze contract conditions, prepare cash flow projections and costing summaries, and support management approvals.
• Participate in value engineering, contract negotiations, and bid clarifications.
• Maintain historical cost databases and lessons learned for future estimates.

Market Intelligence

• Monitor UAE pricing trends for materials, manpower, equipment, and subcontracting services.
• Maintain professional relationships with suppliers, manufacturers, and subcontractors.
• Track utility authority requirements and emerging industry opportunities.

Qualifications and Experience

• Bachelor's degree in electrical engineering.
• Five to eight years of estimating experience, including three to five years in the UAE market.
• Proven experience in UAE and GCC power and utility projects.
• Experience with overhead transmission lines, live line maintenance, substations, distribution networks, underground cables, and utility infrastructure.

Technical Competencies

• Strong understanding of transmission and distribution systems and substation construction methodologies and equipment.
• Ability to interpret IFC, tender, and engineering drawings and prepare BOQs and quantity take-offs.
• Strong commercial awareness, cost analysis, negotiation, and vendor management skills.
• Knowledge of IEC, IEEE, and utility specifications and proficiency with Microsoft Office and estimation software.

Preferred Background

• Experience with DEWA, TAQA, EWE, SEWA, OETC, or other GCC utilities is required by the source qualification profile.
• Oil and gas exposure, including ADNOC projects, and knowledge of design and engineering are preferred.
• Experience with power transmission contractors, utilities, EPC contractors, live line providers, or infrastructure contractors is highly regarded.
