Responsibilities
- Develop, implement, and maintain project HSE plans, procedures, and management systems
- Ensure compliance with Ashghal HSE requirements, QCS, and local regulatory requirements
- Lead implementation of health, safety, and environmental programs across project sites
- Conduct regular site inspections, audits, and safety assessments
- Investigate incidents, accidents, near misses, and implement corrective actions
- Prepare HSE reports, statistics, KPIs, and monthly performance reports
- Conduct risk assessments, Job Safety Analysis (JSA), and review method statements
- Coordinate emergency response plans, drills, and crisis management procedures
- Provide HSE training, toolbox talks, and awareness programs
- Liaise with clients, consultants, regulatory authorities, and project stakeholders
- Monitor contractor and subcontractor HSE performance
- Promote a positive safety culture and continuous improvement
Requirements
- Minimum 10 years of HSE experience in construction, infrastructure, or civil engineering projects
- Minimum 5 years of experience in a managerial HSE role
- Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science, or related discipline
- NEBOSH International Diploma or NEBOSH IGC
- IOSH Managing Safely or equivalent professional certification
- Strong knowledge of Qatar HSE regulations, QCS requirements, and international standards
- Excellent leadership and team management skills
- Fluent in English (written and spoken)

Job Overview
- We are seeking an experienced and highly motivated HSE Manager to lead and manage all Health, Safety, and Environmental activities for infrastructure and construction projects in Qatar.
- The ideal candidate must possess strong knowledge of Qatari HSE regulations, preferably have previous experience working on Ashghal projects, and demonstrate excellent leadership and communication skills.
Key Responsibilities
- Develop, implement, and maintain project HSE plans, procedures, and management systems.
- Ensure compliance with Ashghal HSE requirements, Qatar Construction Specifications (QCS), and local regulatory requirements.
- Lead the implementation of health, safety, and environmental programs across project sites.
- Conduct regular site inspections, audits, and safety assessments to identify hazards and ensure compliance.
- Investigate incidents, accidents, near misses, and unsafe conditions and implement corrective actions.
- Prepare HSE reports, statistics, KPIs, and monthly performance reports for management and clients.
- Conduct risk assessments, Job Safety Analysis (JSA), and review method statements.
- Coordinate emergency response plans, drills, and crisis management procedures.
- Provide HSE training, toolbox talks, and awareness programs to employees and subcontractors.
- Liaise with clients, consultants, regulatory authorities, and project stakeholders regarding HSE matters.

Qualifications
- Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- NEBOSH International Diploma or NEBOSH IGC.
- IOSH Managing Safely or equivalent professional certification.
- Lead Auditor qualification (ISO 45001 and ISO 14001) is an advantage.
- Membership with recognized professional bodies is preferred.
Experience
- Minimum 10 years of HSE experience in construction, infrastructure, or civil engineering projects.
- Minimum 5 years of experience in a managerial HSE role.
- Previous experience on Ashghal projects is highly preferred.
- Experience working with major contractors, consultants, and government projects in Qatar.
- Strong knowledge of Qatar HSE regulations, QCS requirements, and international standards.
Skills and Competencies
- Excellent leadership and team management skills.
- Strong communication and presentation abilities.
- Ability to conduct incident investigations and root cause analysis.
- Proficient in risk assessment and hazard identification techniques.
- Strong report writing and documentation skills.
- Computer proficiency in Microsoft Office applications.
- Ability to work under pressure and manage multiple projects.
Language Requirements
- Fluent in English (written and spoken).
- Arabic speaking is highly preferred.
