Responsibilities
- Oversee day to day I&C works, including installation of instruments, sensors, transmitters, analysers, PLC panels, and associated cabling
- Ensure installations are carried out in accordance with IFC drawings, method statements, ITPs, and manufacturer's recommendations
- Verify that calibration and configuration of instruments are performed correctly and recorded
- Conduct inspections of instrument mounting, cabling, junction boxes, control panels, and termination works
- Confirm that I&C equipment complies with project specifications, NWC/EXPRO standards, and international codes (IEC, ISA, IEEE)
- Ensure loop checks, point to point verifications, and functional testing meet quality and performance requirements
- Enforce HSE requirements for I&C activities, including energisation protocols, confined space entry, and electrical isolation (LOTO)
- Identify unsafe practices during instrument installation, cabling, or testing, and ensure corrective actions are implemented
- Monitor EPC contractor and subcontractor performance in executing I&C works
- Witness FATs, SATs, calibration, and functional testing of instruments and control systems
- Ensure timely resolution of NCRs, site observations, and integration issues with SCADA and electrical systems
- Work closely with electrical, SCADA, mechanical, civil, and QA/QC inspectors to integrate I&C works into overall facility construction
Requirements
- Diploma or Bachelor's degree in Instrumentation & Control Engineering, Electrical Engineering, Electronics Engineering, or related discipline
- 5 8 years of relevant experience in I&C inspection, testing, and commissioning for large scale infrastructure or utility projects
- Minimum 5 years in water, wastewater, TSE pipelines, reservoir facilities, or pumping stations
- Proven experience in inspection of field instruments, sensors, transmitters, analyzers, PLC/DCS panels, and SCADA interfaces
- Involvement in instrument calibration, loop checks, point to point verifications, FATs, SATs, and commissioning of process control systems
- Experience supporting integration of I&C systems with SCADA, electrical systems, and mechanical process equipment
- Strong knowledge of instrumentation installation, calibration, loop testing, and integration with SCADA systems
- Proficiency in reviewing shop drawings, ITPs, method statements, and vendor submittals
- Skilled in preparing and verifying instrument calibration records, loop check sheets, and commissioning documentation
- Familiarity with IEC, ISA, IEEE, and Saudi standards for I&C systems
- Competence in using digital inspection and reporting tools, EDMS, and test/calibration equipment
- Certification in instrumentation inspection, automation, or industrial control systems (e.g., ISA, IEC, or equivalent) is desirable

Job Description
- The Instrumentation & Control (I&C) Inspector/Engineer (PMC) is responsible for providing site level inspection, supervision, and assurance of all instrumentation and control works associated with the TSE pipelines and reservoir facilities contract.
- Acting as the client's representative, the role ensures that I&C systems are installed, tested, and commissioned in compliance with approved designs, project specifications, NWC/EXPRO requirements, Saudi regulations, and international standards.
Key Accountabilities
- Site Supervision & Monitoring: Oversee day to day I&C works, including installation of instruments, sensors, transmitters, analysers, PLC panels, and associated cabling.
- Quality Assurance & Compliance: Conduct inspections of instrument mounting, cabling, junction boxes, control panels, and termination works.
- Health, Safety & Environmental Oversight: Enforce HSE requirements for I&C activities, including energisation protocols, confined space entry, and electrical isolation (LOTO).
- Contractor Oversight: Monitor EPC contractor and subcontractor performance in executing I&C works.
- Coordination & Interface Management: Work closely with electrical, SCADA, mechanical, civil, and QA/QC inspectors to integrate I&C works into overall facility construction.
- Documentation & Reporting: Maintain daily inspection logs, calibration records, and test sheets for all I&C works.
- Testing, Commissioning & Handover: Witness and validate loop checks, instrument calibration, PLC logic verification, and integration testing with SCADA.
Qualifications, Experience & Skills
- Diploma or Bachelor's degree in Instrumentation & Control Engineering, Electrical Engineering, Electronics Engineering, or a related discipline.
