The Operation Emergency and Restoration Planning Engineer (OERPE)
is responsible for:
Updating under guidance the Emergency and Network Restoration plans for rapid, safe, and efficient restoration of the power system following blackout, widespread disturbances, or critical emergency events.
The role involves developing, scripting, and improving emergency response plans, coordinating restoration activities across generation, transmission, and distribution systems, and supporting system security, reliability, and operational readiness.
The role focuses on developing models, performing simulations, preparing technical drafts, and supporting operational readiness, while escalating complex judgement, cross-sector coordination, and strategic decisions to Senior and Lead roles.
The engineer plays a critical role in minimizing downtime, managing contingencies, and ensuring grid stability during emergency conditions.
Job Specific Responsibilities
- Develop and maintain restoration and emergency planning models in line with approved methodologies and perform the blackout restoration simulations.
- Perform steady-state, dynamic, and transient stability studies using PSS®E, DIgSILENT, and PSCAD for emergency and restoration scenarios.
- Conduct daily, month a head and seasonal network operational risks assessments, analyzing system topologies, performance and identifying zonal or system wider risks.
- Support seasonal Emergency and Network Restoration Planning (EMRP) assessments.
- Coordinate with other internal teams (operations, studies, fuel, control rooms) to ensure the inputs for the Network Emergency and restoration Planning.
- Investigate incidents and perform root cause analysis to identify the underlying reasons for critical outages or system wide disturbances, develop lessons learned and recommend corrective and preventive actions.
- Perform system studies to investigate potential power system vulnerabilities leading to capture key lessons learned to strengthen system resilience and prevent recurrence.
- Revise or design under guidance the system restoration paths, ensuring minimum restoration time and maximum stability.
- Conduct the analysis supporting the development of emergency response plans and network restoration plans for the power system.
- Review and update the emergency operation procedures, ensuring compliance with grid code and international grid standards
- Review and update the black start testing procedures, ensuring compliance with grid code and international grid standards.
- Review and update the restoration maneuvers sheets.
- Review and update the top priority load list with all stakeholders.
- Support the development and execution of training programs and emergency drills for operational staff.
- Analyze system data from SCADA, PMU, and real-time monitoring systems to support decision-making during emergency events.
- Reviewing new project studies, Scope of Work, technical specifications ensuring the emergency and blackout restoration requirement are fulfilled.
- Perform studies to evaluate system restoration support through interconnections with regional and interconnected power networks.
- Prepare under guidance the technical reports, seasonal outlooks, monthly network constraints, and readiness for emergencies and blackouts for management and stakeholders.
- Develop under guidance the scope of work, prepare models, perform the studies and review the report and outcomes for the resilience studies.
- Provide technical support and input required for the finalization of the restoration service agreement through interconnected networks.
- Maintain accurate records of assumptions, results, and study limitations.
Minimum Experience
- Bachelor’s degree in electrical engineering, Power Systems, or a related field; a master’s degree is an advantage.
- Minimum 5-7 years of experience in power system operations, emergency management, or network restoration planning.
- Experience in system restoration, contingency planning, and blackout management is highly desirable.
- Execute power system studies, analyses and draft procedures, experience of working with network analysis tools (PSSE and PsCAD/EMTDC applications).
- Does not approve restoration strategies, methodologies, or sector-wide positions.
