About the Role
Parsons Corporation is looking for a Cost Section Manager to lead the Cost Management team across multiple project packages. The role involves developing cost control procedures, managing budgets, forecasting, and evaluating contractor claims.

Responsibilities
- Lead and manage the Cost Management team across multiple project packages
- Develop and implement cost control procedures, processes, and best practices to ensure effective project cost management
- Develop and maintain project budgets, and cash flow forecasts throughout the project lifecycle
- Monitor project budgets and provide monthly cost reports, forecasts, and variance analyses
- Track and report project costs against approved budgets, including committed costs, incurred costs, actual/paid costs, forecasts, and final/out turn costs
- Review, validate, and verify all commercial and financial performance aspects of the project, including assessment of contractor claims, cost benchmarking, forecast accuracy, and overall financial performance
- Conduct risk analysis and advise on cost implications of the project changes
- Evaluate contractor claims, variations, change orders, and payment applications
- Support procurement strategy, contract packaging, and commercial negotiations
- Establish and maintain cost databases, benchmarking data, and historical cost records
- Ensure compliance with POMI, NRM, CESMM, CSI, Uniclass, and other applicable measurement standards
- Coordinate with design consultants, contractors, project controls, procurement, and other stakeholders to ensure effective cost control
Requirements
- Bachelor's Degree in Quantity Surveying, Cost Engineering, Civil Engineering, Construction Management, or related discipline
- 18+ years of experience in cost management within a large developer, PMC, or international engineering consultancy
- Minimum 10 years of experience leading a Cost Management or Quantity Surveying team
- Extensive experience in pre contract and post contract cost management
- Proven experience in budget management, forecasting, and cash flow reporting
- Strong knowledge of Cost Optimization, Benchmarking, and Cost Reporting
- Excellent leadership, communication, negotiation, and stakeholder management skills
- Advanced proficiency in Microsoft Office applications
- Working knowledge of cost management software and reporting tools such as PMWeb, Power BI, Primavera, or equivalent platforms
