Role Overview
Support the design, detailing, and implementation planning of workforce initiatives for the construction sector in the GCC.
Validate sector findings, diagnose workforce challenges, and translate solutions into implementation-ready programs.
Responsibilities
- Validate construction workforce findings and diagnose labor shortages, mobilization gaps, and skills mismatches.
- Assess government and private-sector workforce initiatives for gaps and improvement opportunities.
- Design workforce programs with workflows, governance, KPIs, and rollout roadmaps.
- Develop competency frameworks, certification pathways, and skills-verification mechanisms for construction job families.
- Support GCC nationalization through talent attraction, retention, and career-path development.
- Coordinate with MHRSD, HRDF, TVTC, Qiwa, Nitaqat, Tawteen, and SVP.
- Advise on contractor workforce planning, mobilization, and human-capital development.
- Prepare documentation, presentations, and handover packages for government owners.
Requirements
- Construction workforce planning and labor mobilization expertise.
- Experience with GCC nationalization, attraction, and retention programs.
- Background in skills certification and competency verification.
