Parsons is looking for an amazingly talented
Construction Site Manager – Data Center
to join our team!
The Construction Site Manager is responsible for day‑to‑day on‑site management, coordination, and supervision of construction and commissioning activities for Data Center projects under a Project Management Consultancy (PMC) mandate.
The role ensures that construction, testing, commissioning, and handover activities are executed in accordance with approved designs, specifications, quality standards, safety requirements, and commissioning plans, while protecting the Client’s interests.
What You’ll Be Doing
- Provide full‑time on‑site leadership during construction, testing, commissioning, and handover phases.
- Manage and coordinate contractors, subcontractors, and site supervision teams across all disciplines.
- Ensure works are delivered in accordance with approved drawings, specifications, Employer’s Requirements, and contractual obligations.
- Monitor site progress against approved construction and commissioning programmes and report deviations.
- Enforce quality assurance and control in line with approved Inspection and Test Plans (ITPs), conducting inspections and issuing site observations and NCRs as required.
- Verify materials, workmanship, installations, and system readiness prior to testing, commissioning, and energization.
- Support and witness FATs, SATs, and Integrated Systems Testing (IST) activities, as applicable.
- Coordinate and supervise commissioning readiness and execution in collaboration with the Project Manager, Technical Leads, and Commissioning teams.
- Review and provide assurance on contractor commissioning plans, method statements, test procedures, and sequencing.
- Track commissioning defects, punch lists, and outstanding items through to closure.
- Support preparation, review, and verification of as‑built documentation, O&M manuals, warranties, and handover deliverables.
- Ensure strict compliance with HSE requirements, participating in safety walks, toolbox talks, and incident investigations, and escalating unsafe practices promptly.
- Chair daily site coordination meetings and participate in weekly progress and commissioning meetings.
- Act as the primary on‑site interface between the Client, PMC team, contractors, vendors, and authorities.
- Coordinate logistics, access, sequencing, and interfaces to avoid conflicts and delays.
- Review and support responses to RFIs, site queries, and commissioning clarifications.
- Prepare daily, weekly, and monthly site and commissioning reports, including progress status, photos, and issue trackers.
What Required Skills You’ll Bring
- Bachelor’s degree in Engineering (Civil, Mechanical, Electrical, or related discipline).
- Minimum 18 years of professional experience, including:
- Significant experience in construction supervision / site management, and
- Demonstrated involvement in testing, commissioning, and handover of mission‑critical or data center facilities.
- Proven experience working in a PMC or Engineer’s Representative role on large, complex projects.
- Strong understanding of commissioning processes, system integration, and operational readiness.
- Experience in the UAE, with ability to undertake short‑term travel within GCC countries.

- Fluency in English required, Arabic is an advantage.
