- Responsible for technical execution and site level management of projects for SAPL Qiddiya Infrastructure Partner
- Ensure construction activities align with strategic direction and are coordinated with other delivery partners
- Oversee planning, design, and physical installation of fiber optic networks
- Manage construction crews, ensuring fiber routes, splicing, and testing adhere to technical standards and budgets
- Create detailed route designs including splicing prints and power loss budgets
- Supervise construction activities (trenching, drilling, aerial cable placement) to ensure adherence to timelines and budgets
- Coordinate with municipalities for Right of Way permits and ensure work adheres to safety codes
- Validate fiber installation quality through OTDR/Power Meter testing, splicing inspection, and as built documentation
- Perform site surveys, locate existing utilities, and coordinate field data gathering (e.g., creating KMZ files)
Requirements
- Bachelor's degree in Civil Engineering, Telecommunications, or equivalent field experience
- 5+ years in ICT design, structured cabling, or fiber optic deployment (data center or OSP)
- Comprehensive knowledge of construction related processes and industry practices
- Proven leadership and management capability
- Proficiency with GIS software, AutoCAD, or specialized fiber design software
- Good written and oral communications skills

Role Overview
- Parsons is looking for an amazingly talented Construction Engineer ICT Fiber to join our team! In this role you will get to be responsible for the technical execution and site level management of infrastructure projects.
Specific Responsibilities
- Responsible for the technical execution and site level management of projects for the SAPL Qiddiya Infrastructure Partner (QIP).
- Ensure that all construction activities align with the strategic direction of the Qiddiya Investment Company (QIC) and are seamlessly coordinated with other delivery partners.
- Oversee the planning, design, and physical installation of fiber optic networks.
- Manage construction crews, ensuring fiber routes, splicing, and testing adhere to technical standards, permitting regulations, and budgetary constraints.
- Design & Planning: Create detailed route designs, including splicing prints and power loss budgets.
- Project Management: Supervise construction activities (trenching, drilling, aerial cable placement) to ensure adherence to timelines and budgets.
- Permitting & Compliance: Coordinate with municipalities for Right of Way (ROW) permits and ensure all work adheres to safety codes.
- QA/QC & Testing: Validate fiber installation quality through OTDR/Power Meter testing, splicing inspection, and as built documentation.
- Field Engineering: Perform site surveys, locate existing utilities, and coordinate field data gathering (e.g., creating KMZ files).
Education/Experience
- Bachelor's degree in Civil Engineering, Telecommunications, or equivalent field experience.

Skills/Competencies
- Requires a comprehensive knowledge of construction related processes, as well as a thorough knowledge of industry practices.
