Role Description

  • This part time Compliance Officer / Policy Specialist / Governance Manager role is a hybrid position based in Dubai, with a combination of on site work and work from home arrangements.
  • The role focuses on developing, updating, and implementing compliance policies and governance frameworks that support the library’s operations and strategic objectives.
  • Day to day tasks include monitoring regulatory requirements, assessing risks, preparing compliance reports, and advising internal stakeholders on policy interpretation and best practices.
  • The position involves reviewing procedures for alignment with legal and ethical standards, coordinating internal audits or controls, and supporting training and awareness initiatives related to compliance and governance.
  • Collaboration with colleagues across departments and locations is central, requiring clear documentation, structured analysis, and consistent follow up on agreed actions.

Qualifications

  • Candidates should possess strong skills in Compliance Management and Regulatory Compliance, including experience implementing policies and frameworks.
  • Candidates should possess solid Analytical Skills, with the ability to interpret complex regulations and translate them into practical procedures.
  • Candidates should possess effective Communication skills, with clarity in written documentation and stakeholder engagement.
  • Candidates should possess a good understanding of Finance as it relates to compliance, budgeting, and risk management.
  • Relevant academic background in law, public policy, business administration, information governance, or a related field.
  • Experience in governance, risk, and compliance (GRC) roles within public institutions, cultural organizations, or international environments is beneficial.
  • Ability to work independently in a hybrid setting, manage multiple priorities, and maintain high ethical standards.
  • Proficiency in English; familiarity with European or international regulatory frameworks and library or cultural sector standards is an advantage.
