About the Role

- Draft, review, recommend revisions to, and approve contractual documentation including main contracts, subcontracts, and commercial agreements
- Review contractual terms and conditions to ensure compliance with procurement requirements and negotiate fees and other commercial terms
- Draft and revise commercial and contractual policies, procedures, and operating guidelines as required
- Manage and review contractual aspects of large, complex construction projects, including leading negotiations for substantial claims and variations
- Support project executives, leaders, and project managers in monitoring and controlling performance of contracted services
- Manage the Contract Administration team and oversee all aspects of contract administration
- Coordinate all matters related to contract administration, claims, disputes, contract interpretation, and cost analysis
- Develop, implement, and manage systems and procedures to monitor external and internal contracts
- Provide informed recommendations regarding contract procurement strategies and appropriate forms of contracts and agreements
- Lead continuous improvement of commercial processes, including refining contract formulation activities, systems, and procedures
- Identify potential claims, check compliance with contractual terms, and oversee effective negotiation and settlement of claims
- Prepare and/or oversee preparation of claims, including calculation and substantiation of losses
Requirements
- Bachelor’s Degree in Quantity Surveying, Civil Engineering, or a related discipline
- 12 years of prime contract administration and commercial management experience on large scale infrastructure projects
- Demonstrated ability to work independently and under pressure, exercising sound judgment in making program related commercial decisions
- Proven experience managing contract administration teams and performing in a management capacity
- Strong knowledge of contract law, procurement processes, claims management, and dispute resolution on major projects
- Excellent interpersonal skills, with the ability to collaborate, negotiate, build consensus, and finalize project and commercial decisions
- Ability to operate effectively in a culturally diverse and dynamic environment
- Experience managing commercial and contractual matters across all project phases (planning, procurement, design, construction)
- Professional qualification and chartered status with RICS or similar (desired)
- Experience working within a PMO or program environment on multi stakeholder, complex infrastructure programs (desired)

Job Description
- Parsons is looking for an amazingly talented Commercial Manager to join our team in Qatar.
- In this role, you will lead the commercial and contractual management of large scale infrastructure projects, ensuring effective contract administration, robust risk and claims management, and value for money outcomes.
What You’ll Be Doing
- Drafting, reviewing, recommending revisions to, and approving contractual documentation, including main contracts, subcontracts, and commercial agreements.
- Reviewing contractual terms and conditions to ensure compliance with procurement requirements and negotiating fees and other commercial terms.

- Strong written and verbal communication skills, with the ability to produce clear contractual correspondence, reports, and recommendations for senior management and clients.
