Mission
Manage the overall commercial performance of projects across pre-contract and post-contract phases.
Deliver commercial, quantity surveying, and cost management services in accordance with the contract, recognised international best practice, and employer requirements.
Provide strategic commercial leadership to the Project Director and act as the commercial lead with employers, contractors, and stakeholders.
Pre-Contract Cost Management
- Lead preparation, review, and quality assurance of Bills of Quantities.
- Prepare order of cost estimates, elemental cost plans, detailed construction estimates, and first-principles rate build-ups.
- Review quantities, measurements, and pricing documentation, and undertake quantity take-offs from design documents.
- Prepare benchmark cost analyses and value engineering studies while keeping designs within approved budgets.
Procurement and Tendering
- Prepare commercial sections of tender documents, procurement cost estimates, and tender pricing documentation.
- Review and evaluate tender submissions and prepare commercial evaluation reports and recommendations.
- Advise on procurement strategy, contract packaging, commercial risk allocation, and procurement-phase risk management.
Post-Contract Administration
- Administer FIDIC Red Book and Yellow Book commercial provisions.
- Assess payment applications, engineer's instructions, variations, new rates, contractor claims, extensions of time, and daywork records.
- Monitor contract price, approved budget, forecast final cost, cash flow, commercial risks, and variations.
- Lead commercial negotiations, final account settlement, and support commercial dispute resolution.
Leadership and Governance
- Manage and supervise the project commercial and quantity surveying team.
- Establish commercial procedures, review deliverables, monitor budgets and expenditure, and prepare dashboards and key performance indicators.
- Advise the Project Director and manage interfaces across design, procurement, construction, project controls, finance, and commercial disciplines.
- Promote appropriate use of digital commercial systems, cost databases, BIM quantity extraction, ERP platforms, dashboards, and approved AI-assisted tools.
Minimum Qualifications and Experience
- Bachelor's degree in Quantity Surveying, Commercial Management, Construction Economics, or an equivalent discipline.
- MRICS membership.
- Minimum 15 years of post-graduation experience in quantity surveying or commercial management.
- Minimum three years of major airport project experience.
- Experience on major building and infrastructure projects valued above USD 500 million.
- Extensive FIDIC Red Book and Yellow Book contract administration experience.
Technical and Personal Competencies
- Strong knowledge of international measurement methods, quantity surveying practice, and first-principles estimating.
- Advanced capability in cost planning, cost control, forecasting, commercial reporting, and value engineering.
- Strong contractual, claims assessment, negotiation, and dispute avoidance capabilities.
- Proficiency in Microsoft Office and relevant cost management, project controls, ERP, reporting, and digital quantity take-off tools.
- Strong leadership, team management, stakeholder management, and commercial judgement.
- Excellent written and spoken English communication skills.
