- Develop and implement procurement and contracting strategy aligned with program objectives.
- Oversee tendering process including preparation of tender documents, evaluation of bids, and contract award.
- Ensure contract management activities comply with contractual requirements, including payment certification, variations, and claims.
- Establish robust contracting processes with clear terms, risk allocation, and legal compliance.
- Develop principles and procedures for strategic claims scrutiny and defense.
- Oversee cost management system for budget control, cost analysis, and reporting adverse trends.
- Identify and mitigate commercial and contractual risks.
- Serve as prime interface for pre and post contract administration on behalf of Program Director.
- Provide leadership and guidance to commercial team including cost consultants and procurement specialists.
Requirements
- Bachelor's degree in Business Administration, Contract Management, Law, Engineering, Facility Management, or related field
- Minimum 15 years of experience in contract management, vendor management, or procurement, with focus on service contracts in FM or related sector
- Strong understanding of contract terms and commercial principles
- Excellent interpersonal, communication, negotiation, and conflict resolution skills
- Experience in Saudi Arabian or GCC market and familiarity with local FM service providers
- Deep knowledge of international procurement operations and global supply chain management
- Proven ability to negotiate with suppliers and stakeholders to secure favorable terms

Job Description
- Parsons is seeking a highly experienced and results driven Commercial & Contracting Director (CD) to join our team.
- You will oversee the overall commercial management of the program for a portfolio of Facility Management (FM) service contracts.
- Ensure effective procurement, contracting, post contract administration, cost management, change management, and risk management.
What You'll Be Doing
- Develop and implement procurement and contracting strategy.
- Oversee tendering process including preparation of tender documents, evaluation of bids, and contract award.
- Ensure all contract management activities are carried out in accordance with contractual requirements.
- Establish and maintain robust contracting processes.
- Develop principles and procedures for strategic claims scrutiny and defense.
