Job Description

  • Parsons is seeking a highly experienced and results driven Commercial & Contracting Director (CD) to join our team.
  • You will oversee the overall commercial management of the program for a portfolio of Facility Management (FM) service contracts.
  • Ensure effective procurement, contracting, post contract administration, cost management, change management, and risk management.

What You'll Be Doing

  • Develop and implement procurement and contracting strategy.
  • Oversee tendering process including preparation of tender documents, evaluation of bids, and contract award.
  • Ensure all contract management activities are carried out in accordance with contractual requirements.
  • Establish and maintain robust contracting processes.
  • Develop principles and procedures for strategic claims scrutiny and defense.
  • Oversee cost management system for effective budget control and cost analysis.
  • Identify and mitigate commercial and contractual risks.
  • Serve as prime interface for pre and post contract administration.
  • Provide leadership and guidance to the commercial team.

What Required Skills You'll Bring

  • Bachelor's degree in Business Administration, Contract Management, Law, Engineering, Facility Management, or related field.
  • Minimum of 15 years of experience in contract management, vendor management, or procurement.
  • Strong understanding of contract terms and conditions and commercial principles.
  • Excellent interpersonal, communication, negotiation, and conflict resolution skills.
  • Ability to build and maintain effective working relationships with vendors and internal stakeholders.
  • Experience in the Saudi Arabian or GCC market and familiarity with local FM service providers.

  • Deep knowledge of international procurement operations and global supply chain management.
  • Experience leading complex, high value projects with strong cost control and budget management.
  • Proven ability to negotiate with suppliers and stakeholders to secure favorable terms.
  • Familiarity with business aspects such as innovative proposals, risk mitigation, and project financing.
