- Provide technical leadership for effective delivery, design, commissioning, operation, and continuous improvement of CNS/ATM systems
- Contribute to long term CNS/ATM strategy and roadmap
- Review and develop business cases for CNS/ATM projects
- Define technical specifications and procurement requirements
- Coordinate with ANSPs for technical integration
- Participate in ICAO panels and represent the organization at national and international aviation meetings
- Lead major CNS/ATM engineering initiatives and coach junior engineers
- Participate in cyber security assessments and recommend corrective actions
Requirements
- Bachelor's Degree in Electrical Engineering, Computer Engineering, or equivalent engineering discipline
- Minimum 12 years of experience in Air Navigation Services (ANS)
- Strong CNS/ATM engineering experience
- Expertise in ATC systems and aviation infrastructure
- Experience with ICAO standards and GACA regulations
- Hands on experience in design, testing, commissioning, and integration of CNS/ATM systems
- Strong stakeholder management skills with aviation authorities and ANSPs
- Experience leading multidisciplinary engineering teams
- Knowledge of aviation cyber security and surveillance systems

Role Purpose
- Develop and implement the strategic business plan of the Engineering Services Directorate (ESD) and provide technical leadership for the effective delivery, design, commissioning, operation, and continuous improvement of CNS/ATM (Communication, Navigation, Surveillance / Air Traffic Management) syst
Key Responsibilities
- CNS/ATM System Development: Contribute to long term CNS/ATM strategy and roadmap; review and develop business cases; develop CNS/ATM evolution plans; translate operational requirements into technical plans; define technical specifications and procurement requirements; develop Scope of Work (SOW); as
- CNS/ATM System Operations: Coordinate with ANSPs for technical integration; ensure compatibility of current and future CNS/ATM systems; support maintenance activities; monitor project execution and quality; review and authorize SOW; evaluate technical proposals; conduct obstacle impact evaluations a
- System Design & Quality: Review System Design Review (SDR), Preliminary Design Review (PDR), Critical Design Review (CDR); analyze System Trouble Reports (STR); support System Change Process (SCP); authorize testing and commissioning; ensure systems meet performance specifications; recommend process
- Aviation & International Coordination: Participate in ICAO panels; present working papers; represent the organization at national and international aviation meetings; lead major CNS/ATM engineering initiatives; coach junior engineers; coordinate with ICAO, GACA, other ANSPs, vendors, suppliers.
- Cyber Security & Surveillance: Participate in cyber security assessments; identify security vulnerabilities; recommend corrective actions; maintain surveillance systems; ensure operational readiness; ensure systems remain updated.
- Policies & Procedures: Improve departmental policies; ensure compliance with procedures; monitor daily operational compliance; drive continuous process improvements; improve productivity and cost efficiency.

- Internal: SQE Team, MED Team, Operational Startup Team, Cyber Security Team
- External: Vendors, Suppliers, GACA, ICAO, Air Navigation Service Providers (ANSPs)
Education & Experience
- Bachelor's Degree in Electrical Engineering, Computer Engineering, or equivalent engineering discipline
- Minimum 12 years of experience in Air Navigation Services (ANS)
