Position Description
Handles the management and administration of the Radiology Information System (RIS), Picture Archiving and Communications System (PACS), Voice Recognition and Dictaphone systems, related servers, storage, backup, workstations and associated peripherals of the RIS/PACS system for American Hospital Dubai and its clinics. Provides technology planning and implementation services in the field of imaging technologies, dictation, and reporting and voice recognition systems. Oversees the daily operations and maintenance of the Picture Archiving and Communications Systems (PACS), Radiology Information Systems (RIS), Voice recognition and Dictaphone systems. Works with the Medical Imaging Department to ensure the Technical Director, Radiologists and all end users of the systems are fully supported. Demonstrates a high level of technical expertise combined with clear insights into the business practice and exposure to industry best practices.
System Development And Implementation
- Analyses the requirements (technical and functional) and suggests innovative solutions adhering to the industry's best practices.
- Assists the vendors and user groups in designing an appropriate workflow and writing documentation.
- Performs document testing of all procedures to ensure accuracy and reliability.
- Reviews existing systems, system workflow and IT/Business process to evaluate effectiveness and suggest and implement improvements.
- Develops new systems/processes to improve business efficiency, productivity and patient/employee satisfaction.
- Performs application testing, implementation, system integration, system configuration, system customization, upgrades/updates, user training, managing user access, ensuring high availability of applications, and other duties as assigned.
- Oversees project planning, project documentation, training documentation, change control procedures and escalations in case of any deviations for the assigned projects/tasks Responsibilities include working on various new projects related to RIS/PACS and other related imaging applications.
- Performs configuration of new or demo modalities and troubleshoots configuration issues.

Professional Development
- Maintains up-to-date skills and knowledge relevant to the functionality of the RIS/PACS and Dictaphone systems.
- Attends seminars, training sessions and conferences necessary to maintain appropriate levels of professional competence.
- Post-Installation Management and Maintenance of Systems:
- Attends training and maintains training documentation for all aspects of the system.
- Helps to develop Super-Users of the system.
- Assists users in achieving the best out of the system.
- Provides one-on-one training of the System Management Office (SMO).
- Maintains up-to-date knowledge of the systems and trains end-users (physicians, radiologists and technologists).
- Maintenance of the Systems:
- Supports all end-users for all imaging-related applications, voice recognition systems, teleradiology, CD burners, digitizers, CD Burning and other imaging-related peripherals.
- Maintains the windows/security patches on the systems assigned. Periodic review of the data security, backup, disk spaces, database integrity and access rights to the applications.
- Maintains imaging ordering systems exam catalogue in EMR.
- Oversees the vendor and liaises with the vendor is solve the incidents and requests.
- Trains new personnel with PACS system workflow and assessing competency.
- Adds new hires and removes inactive personnel.
- Maintains user creation and deactivation records.
- Maintains the user database (add/edit/delete users/permissions).
- Maintains tables - additions deletions, etc. (doctor codes, procedure codes, locations user IDs, etc).
- Maintains the site imaging devise configuration files and maintains records of DICOM settings for all equipment and servers.
- Performs scheduled system downtimes and coordination between the departments.
- Performs downtime workflow assessment and training for all employees.
- Coordinates and oversees for security of the system including verification of backup data and audit logs.
- Works with information systems for PACS issue resolutions when the hospital's internal network is involved.
- Investigates, identifies, and prepares proposals to solve specific operational problems within all clinical operational areas, working closely with unit operations managers and division heads as well as involving the next level of administration as appropriate.
- Develops operating standards, policies, and procedures.
- Reviews feedback from customers, compiles and analyzes support data, and recommends procedural and educational changes as appropriate.
- Works closely with radiology's quality management personnel to identify and design future needs and efficient workflow processes, which include further integration into operations.
- Logs all incidents and issues into the tracking system, referring those requiring specific expertise to the appropriate person or team.
- Participates in rotating call schedules to cover the needs of the Hospital 24/7 as determined by the supervisor.
- Keeps the IT Management informed of all events affecting the timely installation and successful operation of the systems.
- Performs other duties and responsibilities for which the individual is qualified, as requested by IT Leadership.
- Assists the manager in preparing system specifications and tender documents for enhancements or changes.
- Daily Monitoring of Radiology Information System (RIS)/Picture Archiving and Communications System (PACS):
- Administrative Graphical User Interface (GUI) process status (PACS)
- RIS/PACS Virtual Machines (VM) status
- HP Integrated Lights-Out (iLO) monitoring for hardware status
- SWA RIS process status, system alerts and warnings messages monitoring
- Open Link {Interface application) monitoring
- Tivoli Storage Manager (TSM) backups monitoring
- Day to Day Operation and Support:
- PACS applications support
- Matching and Merging on RIS
- Exception handling
- RIS alert resolution
- Health Level Seven (HL7) monitoring
- Digital Imaging and Communications in Medicine (DICOM) router
- Tele-radiology services
- Voice recognition support
- Dictaphone application support
- Oversee 100% of all PACS and RIS incidents
Position Qualification
- Bachelor's Degree in Computer Science, Management Information Systems, Medical Technology, Radiology or a related field preferred or
- Graduate of an American Medical Association (AMA) approved school of Radiologic Technology or similar background
• Certified DICOM Integration Professional (CDIP)
- Nuance PowerScribe trained
- Certified in Imaging Informatics, or actual PACS system administration preferred
Professional Experience
- Minimum of two (2) to four (4) years of experience in a healthcare environment on Medical Imaging technologies/RIS/PACS.
- Experience and training with at least one (1) PACS/RIS system and one voice recognition/ dictation system administration.
- Knowledge of application functionality, reporting capability, interfacing, dictionary build and integration with Hospital Information System.
- Skills in decision-making as appropriate when evaluating system improvements and determining the feasibility and advisability of system changes.
- Skills in communication and interpersonal to effectively interact and work with a diverse workforce at all levels of the organization, system users, management and vendors.
- Ability to successfully organize and lead large complex projects.
- Ability to display a professional demeanor and excellent.
