Managing a current budget of c£20m (which is due to double in the short term), you will provide technical support with efficient bill management and use of utilities. Analysing consumption and the process billing, utilising the Team Sigma Energy Management Software.
Your role will be to manage external service providers, internal stakeholders including Housing, Schools and Regeneration teams with managing utilities & supplier applications. Providing support and leadership to Utility Officers.
Job Requirements:
Be the team leader who will be responsible for the successful delivery of the business objectives and operation of the Utilities team
Co-ordinate and implement the Council's strategies and policies relating to the procurement of Utilities contracts and payment of associated bills
Develop, improve and manage the process of energy billing, bureau services and administration in accordance with the Council’s Contract Procedure Rules and financial regulations to achieve efficiencies and best value
Lead the Utilities team in the discharge of responsibilities relating to the management of the payment process of the Council utility bills, ensuring accuracy of account information, such as consumption periods, tariffs and VAT rates, and manipulation of consolidated bills to journal recharges and invoices for end users as appropriate.
Manage all activities relating to the end-to-end transfer process to the corporate contract of any off-contract sites, including payment audits, final read validation, agreement termination and customer relationship management.
Lead the investigative work on billing data (cost, consumption etc) to ensure that any anomaly in respect of meter infrastructure, consumption patterns and account information are identified are corrected
