Performs complex (journey-level) managerial work administering the daily operations and activities of the Texas Water Development Board's Application Development department.

Work involves establishing goals and objectives related to application development for the Texas Geographic Information Office (TxGIO).

Develops guidelines, procedures, policies, rules and regulations for the Applications Development staff.

Develops schedules, priorities, and standards for achieving established goals.

Coordinates and evaluates business function and budget management.

Leads a team of developers and web administrators in overseeing programming projects.

Projects are typically oriented around public-facing web sites, services, and mapping applications or internal-facing tools for collaborating.

Responsible for the team overseeing the TxGIO AWS environment while designing, planning, and implementing cloud and application management procedures.

Supervises the work of others.

Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Reports to the Director of the Geographic Infrastructure and Technology Division.

• Oversees the planning, development, implementation, and maintenance of web applications, mapping services, websites, and related technology solutions, ensuring alignment with business objectives.
• Identifies opportunities to improve technology services, customer experience, business processes, and application capabilities.
• Oversees and assigns the production and maintenance of detailed technical documentation.
• Presents solution briefings to executive management and other development team members.
• Ensures the team follows established technology governance, project management, quality assurance, security, and system lifecycle practices.
• Oversees project management processes and ensures consistent use of approved project tracking, reporting, and documentation practices.
• Assesses system performance, throughout, and reliability to optimize user experience.
• Evaluates changing business requirements and works with technical staff to determine impacts on project scope, timelines, resources, and priorities.
• Oversees the maintenance, enhancement, and lifecycle management of applications, cloud services, and supporting technology platforms.
• Reviews operational reports and performance indicators and directs appropriate actions to improve service delivery, reliability, and efficiency.
• Oversees evaluation, planning, prioritization, and implementation of technology initiatives supporting agency business objectives.
• Advises the TxGIO DEA and the Director of the Geographic Information Services on the status of active systems and development activities.
• Fosters and maintains relationships with Texas Water Development Board divisions, especially Information Technology.
• Fosters and maintains relationships with key stakeholders including other government agencies.
• Provides effective leadership and management of the Application Development department.
• Manages all project activities within the Application Development, providing technical direction and guidance.
• Monitors and reports Application Development work activities.
• Authorizes Application Development hiring, separations, disciplinary actions and employee performance rewards.
• Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
• Evaluates Application Development performance and recommends and leads improvements.
• Supports Application Development administrative requirements related to organization, budget and personnel.
• Ensures the provision of quality customer service from the Application Development team to all stakeholders.
• Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
• Maintains confidential and sensitive information.
• Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency¿s records retention procedures and schedule.
• Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
• May be required to operate a state or personal vehicle for business purposes.
• Performs other duties as assigned.

• Graduation from an accredited four-year college or university with a bachelor's degree in Information Technology, Computer Science, Management Information Systems, Business Administration, Public Administration, Geographic Information Systems, or a related field.
• Four years of experience in information technology, application services, GIS technology, digital services, project management, or related fields.
• Three years of relevant experience leading Information Technology projects or teams.
• Experience managing technology projects, budgets, contracts, vendors, or service delivery initiatives.
• Experience working with technology governance, project management methodologies, or organizational technology programs.
• Relevant education and experience can be substituted for each other on a year-for-year basis.

• Three years of experience managing technology, GIS digital services, or application support team.
• Seven years of professional experience in information technology, GIS, digital services, or related fields.
• Experience managing cloud-hosted applications and services.
• Experience overseeing application development projects and multidisciplinary technical teams.
• Experience working within state government or other public-sector organizations.
• Experience with SpatioTemporal Asset Catalog (STAC)
• Project Management Professional (PMP), Certified Scrum Master (CSM), ITIL, GISP, AWS Cloud Practitioner, or similar professional certifications.

• Knowledge of local, state, and federal laws and regulations relevant to the Texas Geographic Information Office (TxGIO).
