TWDB - 26-114 - Security & Network Manager (Manager IV)

Performs highly complex (senior-level) work administering the daily operations and activities of the Texas Water Development Board's Security & Networking Department.

Work involves establishing goals and objectives for the Security & Networking staff.

Develops guidelines, procedures, policies, rules, and regulations.

Develops schedules, priorities, and standards for achieving established goals.

Coordinates and evaluates department activities.

Develops and evaluates budget requests, and monitors budget expenditures.

Plans, assigns, and supervises the work of others.

Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Reports to the Director of IT Operations.

• Serves as Manager of the Security & Networking Department within the agency's Information Technology Division.
• Provides effective leadership and management of the Security & Networking department.
• Manages all project activities within the department, providing technical direction and guidance.
• Monitors and reports department work activities.
• Authorizes department hiring, separations, disciplinary actions, and employee performance rewards.
• Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
• Evaluates department performance and recommends and leads improvements.
• Supports department administrative requirements related to organization, budget, and personnel.
• Ensures the provision of quality customer service from the department to both internal and external stakeholders.
• Serves as a Customer Representative for the agency with the State of Texas¿ Shared Technology Services (STS) program.
• Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
• Works with other department managers to assist the Chief Information Officer with the Information Resources Manager responsibilities.
• Supports the ongoing development and implementation of statewide information and cybersecurity policies, standards, guidelines, and procedures to ensure information security capabilities cover current threat capabilities.
• Collaborates with other department managers to assist the Chief Information Officer in assuring that projects, applications, and resources are aligned with the agency¿s business goals and objectives.
• Works with other department managers to assist the Chief Information Officer in assuring that the agency is complying with applicable statutes, rules, and regulations.
• Maintains confidential and sensitive information.
• Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency¿s records retention procedures and schedule.
• Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
• May be required to operate a state or personal vehicle for business purposes.
• Performs other duties as assigned.

• Graduation from an accredited four-year college or university with a bachelor's degree in Computer Science, Computer Information Systems, Management Information Systems, or a related field.
• Seven years of experience working on a team providing network, server, and systems administration, and support.
• Seven years of work experience managing information technology projects, services, and/or staff.
• Relevant education and experience can be substituted for each other on a year-for-year basis.

***The selected candidate must have a reliable internet connection or they will not be able to telework and must report to the office Monday - Friday.

• Four years of previous experience in information technology with a State Agency.
• Five years of previous experience administering, supporting, and maintaining cloud services to include but not limited to: Microsoft Azure, Microsoft 365, Amazon Web Services.
• Five years of previous experience managing and supporting cybersecurity systems such as endpoint protection, spam protection, and intrusion prevention systems.
• Five years of previous experience administering and managing all aspects of a Microsoft Active Directory Domain environment (AD, DHCP, DNS, Group Policy, etc.).
• Three years of previous experience collaborating with multiple components of the State of Texas¿ Shared Technology Services (STS) program.
• Five years of previous experience managing and supporting network infrastructure hardware such as switches, firewalls, and wireless access points.

• Knowledge of local, state, and federal laws and regulations relevant to the Security & Networking Department.
• Knowledge of the principles and practices of public administration and management.
• Knowledge of Windows Server 2016 through 2025.
• Knowledge of systems administration.
• Knowledge of Help Desk ticketing systems.
• Knowledge of computer hardware, software, and operating systems.
• Knowledge of software configuration and troubleshooting.
