AtkinsRéalis are currently looking for a qualified Transport Manager – Traffic Safety Advisory to join our Transport Advisory Planning Practice in the Middle East, based in the UAE with responsibilities across the wider GCC, including Saudi Arabia.
The role requires a degree‑qualified professional with 10+ years of experience in traffic safety advisory, road safety audits, and transport planning, capable of operating beyond compliance‑based audits to deliver strategic, human‑centred, and outcome‑focused road safety solutions. The successful candidate will have formal certification and demonstrable experience undertaking Road Safety Audits under ITC (Abu Dhabi) and RTA (Dubai) frameworks, together with proven experience supporting or delivering road safety assessments, audits, and strategies for Saudi Arabian authorities and major developments. International road safety experience is a strong advantage.
Your Role
This role combines statutory road safety audit delivery, strategic safety advisory, and human‑centred design leadership, including:
Road Safety Audits & Authority Compliance
- Leading and managing Road Safety Audits (Stages 1–4) in accordance with ITC (Abu Dhabi) and RTA (Dubai) requirements, including site audits, reporting, authority engagement, and audit close‑out.
- Supporting road safety audits, safety reviews, and independent safety assessments for Saudi Arabian projects, aligned with local authority and Ministry requirements.
- Managing RSA submissions, authority comments, and mitigation close‑out, ensuring clarity on risk ownership and residual risk.
- Acting as a recognised road safety subject‑matter expert in meetings with ITC, RTA, and relevant KSA authorities.
Traffic Safety Strategy & Advisory (Differentiation)
- Developing traffic and road safety strategies at corridor, city, and programme level across UAE and KSA.
- Advising on Safe System–aligned safety frameworks, consistent with Vision 2030 road safety ambitions.
- Applying human‑centred and inclusive design principles, with a strong focus on vulnerable road users and high‑risk environments.
- Undertaking network and corridor safety assessments, prioritisation frameworks, and investment programmes.
- Undertaking crash data and safety analytics, including the ability to analyse collision data, identify high risk locations and develop road safety interventions.
- Demonstrating experience in developing and applying safety KPIs, including framework plans, to monitor outcomes, assess interventions and support data driven decisions.
- Translating audit findings into implementable design, policy, and operational interventions, not standalone compliance outputs.
Integrated Transport & Design Leadership
- Embedding safety into Traffic Impact Studies, master plans, development access strategies, and operational assessments.
- Working with multi‑disciplinary teams to ensure safety is embedded early through planning and design, rather than retrofitted through mitigation.
- Supporting post‑implementation monitoring, performance review, and continuous safety improvement.
- Undertaking road safety reviews for temporary traffic management and construction stages.
Leadership & Capability Building
- Mentoring junior staff in RSA methodology, safety strategy development, and authority engagement.
- Ensuring compliance with QA/QC, document management, and professional assurance standards.
- Contributing to positioning AtkinsRéalis as a trusted road safety advisor, not only an audit provider.
- Managing projects delivery and commercial evaluation, including leading proposals and bid submissions, defining scope and resources, managing budgets and timelines, an ensuring high quality deliveries in line with client expectations.
Qualifications
- About you
- Degree in Civil Engineering, Transport Engineering, Road Safety Engineering, or Transport Planning.
- MSc and/or Chartered status (ICE, CIHT, TPS or equivalent) preferred.
- Certified Road Safety Auditor (Team Leader) registered with ITC Abu Dhabi and/or RTA Dubai (essential).
- Experience working with Saudi Arabian road safety and transport authority requirements (advantage).
Essential Requirements
- Minimum Bachelor's degree and 10+ years' post‑graduate professional experience.
- Certified and experienced in delivering Road Safety Audits under ITC Abu Dhabi and RTA Dubai frameworks.
- Minimum 5 years' experience in the UAE and/or Saudi Arabia, with direct authority interface.
- Demonstrated capability in traffic safety advisory beyond audits, including strategy, policy, and programme development.
- Strong understanding of human‑centred design, Safe System principles, behavioural risk, and vulnerable road user safety.
- Experience in multi‑disciplinary consultancy environments.
- Familiarity with safety analysis and data tools.
- Excellent written and spoken English; Arabic advantageous.
- Comfortable presenting safety risk and trade‑offs to senior, non‑technical decision‑makers.
- Willingness to travel across the GCC and internationally.
- International road safety experience (e.g. Vision Zero, Safe System frameworks) is a strong advantage.
