Role Overview
Global lead role within Operations Complex and Project Procurement & Financial Management.
Based at IsDB HQ in Jeddah, Saudi Arabia, with a fixed-term contract.
Provides global leadership for procurement in Bank-financed development operations.
Policies and Procurement Management
- Develop procurement policies, procedures, templates, checklists, and guidance aligned with member-country capacity and comparable MDB practices.
- Guide procurement strategies and plans, risk mitigation, procurement packages, and arrangements for works, goods, and services.
- Monitor procurement performance across regional hubs and review compliance and non-compliance cases.
- Lead country procurement and e-procurement system assessments using the MAPS tool.
Capacity, Advice, and Partnerships
- Develop and deliver training, workshops, specialized clinics, and capacity-building programs for procurement stakeholders.
- Provide expert advice on procurement issues, policies, procedures, innovation, and process improvement.
- Share lessons learned and best practices and promote sustainable procurement, rated criteria, and life-cycle costing.
- Manage relationships with internal teams, governments, executing agencies, co-financers, MDBs, and development partners.
Qualifications
- Master’s degree in engineering, economics, business administration, public procurement, or a related field.
- Minimum 10 years of project procurement experience related to the project cycle of MDBs.
- Minimum 3 years of exposure to procurement practices of similar MDBs.
- Deep understanding of procurement policies and procedures is required.
- English is mandatory; Arabic and French are preferred.

- Advanced Islamic finance knowledge and instruments.
- Advanced communication and negotiation skills.
- Country portfolio assessment and project risk assessment.
- Project management and international, multicultural collaboration.
