Role Overview

The Testing and Commissioning Engineer coordinates and completes testing and commissioning works for electrical substation protection and control systems.

The role operates against project safety, quality, cost, delivery, and technical specification targets.

Key Responsibilities

  • Organize substation tests and prepare test plans and procedures.
  • Perform site tests for protection and control systems across relevant voltage levels.
  • Maintain testing schedules and manage site test equipment and calibration certificates.
  • Verify test compliance, issue non-conformance reports, and maintain quality records.
  • Mark up drawings and coordinate approved test reports and as-built documentation.
  • Back up relay settings and equipment configuration files for project handover.
  • Coordinate daily activities with the client and recommend field changes where beneficial.
  • Prepare final commissioning reports and monthly progress reports.
  • Record quality objectives and KPI data and highlight delays, errors, or missing spares.
  • Ensure permits, method statements, risk assessments, LOTO, and high-risk activity controls are followed.

Required Qualifications

  • Bachelor's degree in Electrical Engineering or a relevant bachelor's degree.
  • At least 7 years of experience as a Testing and Commissioning Engineer in a similar industry.
  • Specialized experience with substation protection and control systems, including 400/132/33/11 kV equipment.
  • Strong knowledge of control panels and systems including AVR, ABTS, ACCS, and AMR.
  • Strong knowledge of SAS design, testing, and commissioning.
  • Ability to prepare CID interface files with SAS systems.
  • Proficiency in English and Arabic.
