About the Role
AtkinsRéalis seeks a Technical Manager to lead technical and engineering oversight for a major road/highway construction project in Riyadh. The role ensures contractor compliance with standards, manages technical submissions, and coordinates with multidisciplinary teams.

Responsibilities
- Act as overall technical authority within PMC team for highway, interchange, and bridge works
- Review, assess, and provide recommendations on Contractor's technical submissions including design deliverables, construction methodologies, and traffic management schemes
- Ensure compliance with contract requirements, specifications, approved drawings, and relevant standards
- Provide technical direction to Construction Supervision Team and interface with discipline leads
- Lead technical coordination with Construction Contractor on method statements, material submittals, shop drawings, and design changes
- Oversee implementation of QA/QC systems on site
- Review non conformance reports, corrective actions, and technical concessions
- Support identification and mitigation of technical risks, constructability risks, and interface risks
- Monitor technical progress against approved baselines and contribute to monthly progress reports
- Provide leadership, guidance, and mentoring to PMC discipline engineers and inspectors
Requirements
- Bachelor's Degree in Civil Engineering (Master's degree or above preferred)
- Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional registration preferred
- Minimum 20 25 years of experience in road, highway, and bridge projects
- Proven experience managing or overseeing large D&B contractors on major transportation infrastructure projects
- Strong background in bridges, interchanges, pavement systems, and earthworks
- In depth knowledge of highway and bridge construction practices
- Ability to manage multidisciplinary technical teams
- Excellent communication and stakeholder management skills
- Familiarity with international standards and Saudi Arabia/GCC technical standards

Overview
- Reporting to the Project Director, the Technical Manager leads technical and engineering oversight for a major road/highway construction project.
- Ensures Contractor's designs, methods, materials, and execution comply with contract requirements and best practices.
Technical Leadership & Oversight
- Act as overall technical authority within PMC team for highway, interchange, and bridge works.
- Review and provide recommendations on Contractor's technical submissions.
- Ensure compliance with contract requirements, specifications, and standards.
Contractor Supervision & Interface
- Provide technical direction to Construction Supervision Team and interface with discipline leads.
- Lead technical coordination with Construction Contractor on method statements, submittals, and design changes.
- Participate in technical meetings and design reviews.
Quality Assurance & Compliance
- Oversee implementation of QA/QC systems on site.
- Review non conformance reports, corrective actions, and technical concessions.
- Support audits and inspections for critical elements.
Design & Constructability Review
- Review Contractor proposed designs for constructability, safety, and performance.
- Participate in value engineering and technical optimization.
Risk, Safety & Technical Assurance
- Support identification and mitigation of technical and constructability risks.
- Ensure technical aspects comply with HSE requirements.
Progress Monitoring & Reporting
- Monitor technical progress against baselines and contribute to monthly reports.
- Identify potential technical issues and recommend corrective actions.
Team Management & Knowledge Sharing
- Provide leadership and mentoring to PMC discipline engineers and inspectors.
- Ensure consistent application of technical standards and procedures.
About You
