About the Role
CSCEC Middle East is hiring a Technical Manager for a major civil and infrastructure project in Dubai. The role leads the engineering team, manages design coordination, and provides technical support for roads, highways, and utility networks.

Responsibilities
- Lead the project's engineering and technical team, ensuring all technical deliverables are completed accurately and on schedule
- Manage the review, coordination, and implementation of design drawings, technical specifications, shop drawings, method statements, and engineering submissions
- Coordinate with clients, consultants, subcontractors, and relevant authorities to obtain timely approvals for technical documents and design changes
- Provide technical support to construction teams for roads, highways, underpasses, bridges, utility corridors, stormwater, sewerage, potable water, irrigation, TSE, and associated infrastructure works
- Identify design conflicts, technical risks, and constructability issues, and develop practical engineering solutions
- Lead value engineering initiatives to optimize design, improve constructability, reduce costs, and enhance project efficiency
- Manage Requests for Information (RFIs), technical queries, design revisions, and engineering change management throughout the project lifecycle
- Ensure compliance with project specifications, UAE authority standards, applicable codes, and contract requirements
- Coordinate with planning, QA/QC, HSE, commercial, and procurement teams to ensure engineering activities support construction progress
- Review temporary works, traffic diversion schemes, utility diversions, and sequencing of construction activities from a technical perspective
- Monitor engineering progress, prepare technical reports, and support project management in resolving complex technical issues during construction and project handover
Requirements
- Bachelor's Degree in Civil Engineering (Master's Degree is an advantage)
- Minimum 16+ years of overall experience
- At least 5 years in a Technical Manager or Engineering Manager role on major roads and infrastructure projects
- Proven experience in roads, highways, underpasses, utility networks, and large scale civil infrastructure projects within the UAE or GCC
- Strong knowledge of road geometry, pavement design, earthworks, reinforced concrete structures, utility coordination, and underground infrastructure systems
- Extensive experience with UAE authority requirements, including RTA, Dubai Municipality, DEWA, and other relevant government agencies
- Proficiency in engineering software such as AutoCAD, Civil 3D, BIM platforms, Primavera P6, and Microsoft Office
