Subcontract Manager, Procurement & Vendor Management

Med-Eng is looking for a Subcontract Manager, Procurement & Vendor Management located in Ottawa, ON .

The Subcontract Manager is responsible for managing assigned program and contractual activity while identifying all flow down requirements pertaining to government and customer contracts.

• Draft subcontract terms and conditions
• Manages subcontracts related to US and CDN government programs, including interpreting and flowing down requirements to subcontractors and vendors, including compliance and enforcement;
• Ensures timely, cost-effective materials and service acquisition along with the development of product delivery plans and schedules.
• Develops Small Business Subcontracting Plans, monitors Small Business awards against plan, completes all required reporting and assists Supply Chain in resolving shortfalls to plan.
• Draft Teaming Agreements, Memoranda of Understanding, Non-Disclosure and Proprietary Information Agreements and process the agreements for approval
• Prepare Requests for Proposal (RFPs), Conduct competitions; evaluate proposals; and support source selections
• Lead negotiations with Subcontractors and subsequently through execution, manage the subcontracts documents, including drafting correspondence, tracking deliverables, processing invoices and maintaining the contractual record.

• Bachelor’s degree in commerce or business administration.
• 5-7 years of Subcontract Administration and/or procurement experience in the defence sector.
• Subject matter expert in U.S. Government FAR and DFARS, Controlled Unclassified Information (CUI).
• Previous experience in contract flow downs and delivering to government agencies.
