Role Description
The Quality Department Specification Officer is responsible for the comprehensive management of product specifications, quality procedures, and work instructions within the cigarette factory.
This role ensures that all manufacturing documentation aligns with company benchmarks, international ISO standards, and local government tobacco regulations.
Additionally, the Specification Officer maintains rigorous quality records, drives continuous improvement initiatives, and acts as the primary deputy to perform Quality Department Manager duties in their absence.
Specification & Document Management
- **Manage and update specifications**
- for all producing products, including raw tobacco blends, wrapping materials, filters, and finished cigarettes.
- **Develop, review, and implement**
- standard operating procedures (SOPs), quality procedures, and work instructions across the production facility.
- **Verify compliance**
- with product specifications, regulatory standards, and company quality benchmarks.
- **Ensure packaging integrity standards**
- , label accuracy compliance, and barcode readability guidelines are meticulously documented and updated.
Compliance, Audits & ISO Standards
- **Ensure all products and processes meet ISO standards**
- (including but not limited to ISO 9001, ISO 14001, and ISO 45001).
- **Align factory practices**
- with local government tobacco regulations related to safety, health warnings, labelling and production.
- **Support and facilitate**
- internal, external, and third-party regulatory audits by ensuring complete data traceability.
Records, Reporting & Analysis
- **Maintain accurate QC records**
- , test results, non-conformance reports (NCR), Corrective and Preventive Action (CAPA) documents, and inspection logs.
- **Prepare and analyse**
- daily, weekly, and monthly quality reports for factory management.
- **Participate in root-cause analysis**
- for quality issues, deviations, and customer complaints.
Continuous Improvement & Leadership
- **Recommend process improvements**
- to reduce manufacturing waste, eliminate defects, and optimize material usage.
- **Support and advocate**
- for continuous improvement initiatives, embedding Lean, Six Sigma, and KAIZEN methodologies into quality documentation.
- **Deputize for the Quality Department Manager**
- , assuming full responsibility for managerial duties and department leadership during their absence.
Education
- Bachelor’s degree in Chemistry, Chemical Engineering, Food Science, Materials Science, or a related technical field.
Experience & Skills
- **A minimum of 5 years of experience**
- in a quality management or specification/documentation control role within the tobacco industry.
- **Prior experience working with "Big 3" tobacco companies (BAT, PMI, or JTI) is highly preferred.**
- Proven track record in developing, implementing, and auditing Quality Management Systems (QMS).
- Strong knowledge of international quality standards, local tobacco regulatory frameworks, and compliance best practices.
- Excellent technical writing skills for drafting precise procedures, work instructions, and corporate reports.
- Strong leadership capabilities with the confidence and maturity to step into the Quality Manager's role when required.
