RAK Airport is seeking a Specialist Civil Design Engineer for a freelance/project-based contract to support the Engineering & Maintenance Department in planning, design development, and tender documentation of CAPEX civil projects.

- Develop concept and detailed civil/structural designs for airport related infrastructure projects
- Prepare and review drawings (layouts, sections, details) for civil works including buildings, pavements, and utilities
- Ensure compliance with GCAA CAR AGA, ICAO Annex 14, local municipality and UAE Civil Defense requirements
- Prepare detailed Scope of Work (SoW) for CAPEX projects
- Develop technical specifications for civil and structural works, pavement works, and buildings
- Prepare Request for Proposal (RFP) / Tender Documents and draft Employer's Requirements
- Prepare detailed Bill of Quantities (BoQ) with measurement standards and develop cost estimates
- Review contractor designs, shop drawings, and submissions
- Prepare technical reports, concept notes, and design briefs
Requirements
- Bachelor's Degree in Civil Engineering (mandatory)
- Minimum 8 12 years of experience in civil engineering
- At least 3 5 years in airport/aviation projects
- Proven experience in airfield pavement works, industrial/warehouse structures, tender and contract documentation
- Strong knowledge of GCAA CAR AGA, ICAO Annex 14 and Doc 9157
- AutoCAD (mandatory)
- MS Excel (advanced for BOQ and costing)
- Strong technical writing and specification drafting skills

Job Purpose
- The Freelance Civil Engineer will support the Engineering & Maintenance Department in the planning, design development, and tender documentation of CAPEX civil projects.
- The role will focus on preparing technical deliverables and contract ready documentation in line with airport operational requirements and regulatory standards.
Functional Accountabilities
- Develop concept and detailed civil/structural designs for airport related infrastructure projects.
- Prepare and review drawings (layouts, sections, details) for civil works including buildings, pavements, and utilities.
- Ensure compliance with GCAA CAR AGA, ICAO Annex 14, local municipality and UAE Civil Defense requirements.

Qualifications, Experience, & Skills
- Bachelor's Degree in Civil Engineering (mandatory).

- Proven experience in airfield pavement works, industrial/warehouse structures, tender and contract documentation.
- Strong knowledge of GCAA CAR AGA, ICAO Annex 14 and Doc 9157, FAA/international airfield standards (preferred).
- Experience with FIDIC contracts and Design & Build tendering.
- AutoCAD (mandatory), Civil 3D (preferred), MS Excel (advanced), MS Project/Primavera (preferred).
- Strong technical writing and specification drafting skills.

- Engagement Type: Freelance / Project Based Contract.
- Duration: Based on project requirements (3 6 months typical).
- Mode: Hybrid (site visits + remote deliverables).
- Payment: Milestone based / deliverable based.
