Responsibilities
- Provide strategic direction across the enterprise services portfolio
- Lead full lifecycle management for engineering and infrastructure projects
- Evaluate effectiveness of enterprise services and recommend improvements
- Lead benchmarking exercises and gap analyses
- Advise on procurement and contracting strategies
- Administer and oversee procurement processes including specification development and commercial negotiations
- Lead commercial evaluations of RFPs and prepare Commercial Evaluation Reports
- Review and provide recommendations on claims, variations, and time extensions
- Develop and implement enterprise service delivery frameworks, SLAs, and performance monitoring systems
- Drive Asset Management & Decision Making transformation
Requirements
- University degree in Construction Management, Project Management, Commercial Management or equivalent
- Chartered status or Professional License from internationally recognized institutions
- Minimum 20 years postgraduate experience in major infrastructure projects
- 10 years in similar position
- 5 years in Qatar and/or Gulf region
- Advanced written and verbal communication skills in English
- Sound knowledge of contract management and different contract forms (e.g., FIDIC)
- Solid understanding of Laws & Regulations in Qatar
- Advanced written and verbal communication skills in Arabic
- Master's degree in a relevant field (desirable)

Overview
- Senior Advisor – Enterprise Service Delivery will provide strategic direction across the enterprise services portfolio, ensuring seamless integration of service delivery frameworks.
- Senior Advisor will lead the full lifecycle management for engineering and infrastructure projects, from specification development and tendering through to execution, and closeout.
Your role
- Provide strategic direction across the enterprise services portfolio.
- Evaluate the effectiveness of enterprise services and recommend improvements based on international best practices.
- Lead benchmarking exercises and gap analyses to identify areas for improvement in service delivery.
- Promote a culture of innovation, agility, and excellence in service management across departments.
- Provide independent technical and strategic advice on enterprise level projects and programs.
- Review and evaluate business cases, project charters, and feasibility studies.
- Advise on procurement and contracting strategies for projects related to service delivery.
- Act as an escalation point for critical delivery challenges.
- Review and validate the adequacy of program reporting frameworks, dashboards, and KPIs.
- Participate in working groups and review panels.
- Advise on the integration of asset management, digital transformation, and enterprise systems.
- Ensure lessons learned from previous projects are captured and embedded into future initiatives.
About you
- University degree from a recognised University in an appropriate field such as Construction Management, Project Management, Commercial Management or equivalent.
- Chartered status or Professional License from internationally recognized professional institutions or organizations.
- Minimum of 20 years postgraduate experience with experience in major infrastructure projects or programmes.
- Preference will be given to roads, aviation, structures or rail related experience, 10 years in similar position, and 5 years in Qatar and / or the Gulf region.
- Advanced written and verbal communication skills in English.
- Sound Knowledge of contract management and of different contract forms, e.g. FIDIC and Extension of Time Claim analysis.
- Solid understanding of Laws & Regulations in Qatar.
- Advanced written and verbal communication skills in Arabic.
- Master's degree in a relevant field (desirable).
