Job Summary

Senior member of the construction supervision team responsible for the financial administration of supervision contracts.

Checks contractor payment applications against supplier invoices and measurement records.

Ensures contractors are paid accurately for actual work completed under the contract measurement method.

Financial Responsibilities

  • Fulfil responsibilities with high quality and in a cost-effective manner.
  • Support project managers with client relations and expectations as needed.
  • Assist the resident manager with client clarifications and contractor payment certificates.
  • Review and respond to contractor claims concerning scope, schedule, and cost changes.

Internal Business Processes

  • Review contractor work programs and submittals with the planning engineer and project manager.
  • Read bills of quantities, preambles, and payment-related project documents.
  • Agree rates for new work items not covered in the bill of quantities and submit them for review.
  • Review specifications, bills of quantities, and drawings for measurement discrepancies.
  • Review contractor claims and submit reports for project manager approval.
  • Check executed quantities against drawings, measurement sheets, and invoices.
  • Monitor site work, daily activities, resource allocation, and maintain the daily site diary.
  • Prepare progress and monthly cost reports with project and site teams.

Handover and Compliance

  • Ensure accurate provision of as-built drawings, O&M manuals, and warranty certificates.
  • Prepare commissioning reports and snag lists during handover and the defects liability period.
  • Implement corporate policies and procedures.

Qualifications and Experience

  • Bachelor’s Degree in Engineering.
  • 10+ years of Engineering Services Industry experience, particularly in quantity surveying.
  • Demonstrated experience with FIDIC Clauses and experience within the Middle East.
  • Knowledge of construction supervision services and international engineering standards and codes.

Technical and Professional Skills

  • Excellent planning and organizational skills.
  • Good financial planning, budgeting, analytical, problem-solving, and time management skills.
  • Good communication and presentation skills.
  • Proficiency in spoken and written Arabic and English.

Preferred Certifications

  • PMP Certification is preferred.
  • Chartered Professional Engineering certification or equivalent is preferred.
