About the Role
CMEC is seeking a Senior Proposal Manager to lead end-to-end technical and commercial proposals for EPC projects in the UAE/GCC. The role coordinates multidisciplinary inputs, manages cost estimation and BOQ preparation, and oversees multiple tenders.

Responsibilities
- Lead preparation of end to end technical and commercial proposals for clients
- Coordinate multidisciplinary inputs from engineering, procurement, finance, project controls, and management
- Develop detailed technical submissions, methodologies, execution plans, project schedules, and risk assessments
- Prepare and review compliance matrices ensuring alignment with client specifications and standards
- Oversee cost estimation, BOQ preparation, quantity take offs, and pricing strategies
- Manage vendor and subcontractor inquiries including sourcing and pricing consolidation
- Conduct internal proposal initiation meetings, progress reviews, and alignment sessions
- Interpret tender documents, drawings, and specifications to identify risks and opportunities
- Support negotiation strategies with technical and commercial insights
- Ensure submissions meet internal quality standards and client expectations
- Maintain up to date knowledge of UAE/GCC market pricing and regulations
- Manage multiple concurrent tenders and ensure on time delivery
Requirements
- Degree in Electrical, Mechanical, or Civil Engineering
- Minimum 10+ years of progressive experience in Industrial, Power, Water, or Oil & Gas projects in UAE and GCC
- Background in EPC contracting or BOO project structures
- Expertise in end to end technical and commercial proposals
- Strong command of cost estimation, BOQ preparation, and pricing strategy
- Familiarity with local procurement channels and UAE/GCC market pricing
- Deep understanding of local authority requirements and international standards
- Ability to interpret tender documents, drawings, and specifications
- Experience leading internal proposal kick off meetings
- Fluency in English
- Proven ability to manage multiple tenders simultaneously
