Senior Manager - Performance Improvement & Value Creation

Role Overview

Value Creation and Revenue Optimization

• Identify, assess, and prioritize revenue opportunities across Operations and Maintenance, Fire and Life Safety, Medical Operations, Command and Control, Health, Safety and Environment, Technology, and Events Operations.
• Develop business cases and financial models for commercial opportunities, cost recovery, pricing, and operational sustainability.
• Partner with operational and corporate functions to shape opportunities, validate assumptions, define ownership, and support implementation.
• Benchmark commercial and operating practices against city, infrastructure, utility, real estate, transport, and public-sector operators.

Operational Efficiency

• Identify efficiency opportunities through process optimization, service redesign, productivity improvement, demand and capacity analysis, automation, sourcing, and improved asset and technology use.
• Conduct structured diagnostic and root-cause analysis of cost, quality, productivity, and service-performance gaps.
• Build an integrated improvement pipeline with quantified benefits, milestones, accountable owners, dependencies, and risks.
• Coordinate benefit tracking so approved savings and improvements are implemented, measured, and sustained.

Performance Management

• Coordinate with Performance Management to define and refine KPIs, targets, service levels, and performance measures.
• Analyze performance trends and variances, identify causes of underperformance, and recommend corrective actions.
• Support executive performance reviews by translating operational data into clear insights, decisions, and actions.
• Follow up on corrective actions and assess whether they deliver intended operational and financial results.

Planning and Strategic Support

• Coordinate with Operational Planning to provide analytical inputs to annual and multi-year planning cycles.
• Provide evidence-based inputs for workforce planning, budgets, contracts, operational priorities, and strategic initiatives.
• Support improvement roadmaps aligned with City Operations priorities and Qiddiya-wide objectives.

Stakeholder Engagement and Governance

• Build trusted relationships across City Operations and enabling functions while facilitating fact-based challenge.
• Prepare executive materials covering opportunities, evidence, financial impact, implementation requirements, risks, and decisions.
• Establish governance for prioritization, approvals, tracking, and reporting of value-creation and efficiency initiatives.
• Promote accountability, continuous improvement, commercial awareness, and data-led decision-making.

Education

• A bachelor's degree in Engineering, Business, Economics, Finance, Operations Management, or a related discipline is required.
• A postgraduate qualification or relevant professional certification is advantageous.

Experience

• Approximately eight to twelve years of relevant experience across management consulting, operational excellence, value creation, business planning, performance management, corporate strategy, or a comparable field is required.
• Demonstrated experience delivering revenue, cost-efficiency, productivity, or service-improvement opportunities is required.
• Experience developing business cases, financial models, executive recommendations, and implementation roadmaps is required.
• Experience in complex operating environments is advantageous.
• Experience engaging senior stakeholders and working across multiple functions is required.
