Role Overview

Provides strategic and operational leadership for security command, control, communications, intelligence, technology, incident coordination, and commercial delivery across QIC Security Operations.

Ensures the District Security Operations Centre operates as the central hub for situational awareness, operational coordination, information management, and escalation.

Connects people, processes, technology, data, and contracted services for daily operations, major events, emergencies, elevated security postures, and city operations transition.

Security Strategy and Command Operations

  • Own the long-term strategy, target operating model, capability roadmap, workforce structure, and sourcing model for security operations.
  • Define the integrated security command, control, coordination, decision-rights, escalation, and operational interface model.
  • Provide executive oversight of DSOC staffing, procedures, shift governance, briefings, logs, incident coordination, and reporting.
  • Ensure security information is collected, validated, analyzed, and disseminated across personnel, systems, assets, contractors, and stakeholders.

Systems and Incident Integration

  • Lead integration of CCTV, access control, alarms, communications, incident management, analytics, and other security technologies into DSOC workflows.
  • Establish readiness, maintenance, resilience, fallback, and recovery requirements for command-and-control technologies and communications.
  • Maintain command structures, duty arrangements, contact protocols, incident rooms, and supporting documentation.
  • Coordinate command, communications, reporting, and contractor interfaces for major events, VIP or VVIP activity, and heightened security postures.
  • Plan and oversee tabletop and live exercises testing DSOC, communications, escalation, continuity, and cross-functional coordination.

Contracts and Commercial Governance

  • Establish governance for security contracts covering performance cadence, KPI and SLA assurance, change control, risk, compliance, and executive reporting.
  • Own the commercial framework for outsourced security services and keep delivery models scalable, cost-effective, and aligned with future operational requirements.
  • Direct performance reviews, non-conformance management, recovery plans, and escalation for persistent or high-risk supplier failure.

Qualifications and Experience

  • Bachelor's degree is essential; a master's degree is preferred.
  • A recognized qualification in security management, risk management, emergency management, business, operations, technology, or a related discipline is required.
  • ASIS CPP, CSMP, or an equivalent senior security certification is preferred.
  • Formal senior-level training or demonstrated competence in incident command, crisis management, or security command-and-control operations is required.
  • Commercial and contract-management competence relevant to outsourced security services is required.
  • A valid driving licence accepted for on-site driving in Saudi Arabia is required.

Professional Requirements

  • Extensive leadership experience in security operations, command and control, systems integration, incident management, or a related environment is required.
  • Experience being accountable for an operational security control room, command centre, SOC, GSOC, DSOC, or comparable multi-system environment is required.
  • Experience with serious incidents, major events, emergencies, elevated threat conditions, security technology, system resilience, and outsourced security governance is required.
  • Experience designing, mobilizing, and improving integrated operating models, procedures, governance, and management information is required.
  • The role requires advising executives, influencing cross-functional leaders, and managing complex internal, contractor, and external stakeholder interfaces.
