The Senior Knowledge Manager (Requirements Analysis) supports the alignment of people, processes, technologies, and information-sharing capabilities to improve analytic production across organizations.
This role works closely with users, analysts, and technical teams to assess mission needs, define requirements, improve workflows, and support knowledge management capabilities across the Intelligence Community.
Essential Job Functions
Assist in aligning processes and technologies to facilitate effective information sharing among analysts and organizations supporting analytic production.
Utilize centralized and distributed databases, content management systems, and records management systems to improve workflows, information access, and business processes.
Compile reports detailing performance, usage metrics, capability gaps, and future requirements for existing knowledge management capabilities, including search, discovery, storage, retrieval, formal production, and tasking.
Distribute intelligence products across applicable networks, systems, and portals.
Develop information system requirements that support mission needs while aligning with Department of Defense (DoD) and U.S.
Intelligence Community (IC) architecture standards.
Gather, validate, and update user and functional system requirements through stakeholder interviews, system reviews, workflow assessments, and process analysis.
Assist in developing logical data models based on documented functional and mission requirements.
Develop use cases for new applications and evaluate system requirements, including inputs and outputs, information flow, hardware and software requirements, and reliability considerations.
Collaborate with users to define operational problems, assess data availability, validate requirements, and identify or resolve system design issues.
Analyze knowledge management challenges and analytic operations across organizational and Intelligence Community boundaries.
Maintain accurate and current requirements documentation, including information maintained across multiple data repositories.
Coordinate and actively participate in relevant knowledge management meetings, working groups, and activities.
Review analytic products to assess logical coherence, adherence to established analytic tradecraft standards, and the strength of supporting evidence and conclusions.
Apply qualitative and quantitative analytic methodologies to support mission requirements and improve analytic tradecraft.
Identify and develop innovative research and analytical approaches that support comprehensive assessments and senior-level mission objectives.
Work independently with minimal supervision while effectively collaborating as part of a broader Knowledge Management team.
Required Skills
Due to the sensitivity of customer related requirements, U.S.
Citizenship is required.
Active TS/SCI security clearance with willingness to undergo a Counterintelligence (CI) Polygraph.
Must obtain Security+ Continuing Education (CE) certification within six months of hire.
Bachelor’s degree and a minimum of eight (8) years of experience relevant to the specific labor category, with at least a portion of that experience gained within the last two (2) years.
No experience substitution is permitted for the education requirement.
Demonstrated in-depth knowledge and understanding of knowledge management, requirements analysis, analytic production, and related mission activities.
Experience
analyzing knowledge management and analytic challenges across organizational and Intelligence Community boundaries.
Demonstrated expertise in both qualitative and quantitative analytic methodologies.
Ability to develop new or innovative research approaches that enable comprehensive assessments and contribute to senior-level tasks and objectives.
Strong ability to communicate analytical findings, requirements, and recommendations to technical and non-technical stakeholders.
Demonstrated ability to review analytic products for logical consistency, adherence to tradecraft standards, evidentiary support, and analytical rigor.
Ability to work independently with minimal supervision.
Desired Skills
Minimum of 12 years of experience related to the specific labor category, with at least a portion of that experience gained within the last two (2) years.
Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S.
Department
of Education.
