Responsibilities
- Lead and oversee all Health, Safety & Environmental (HSE) activities across the infrastructure project on behalf of the PMCM team.
- Develop, implement, and continuously improve the project HSE Management Plan and associated procedures.
- Ensure compliance with client HSE requirements, Saudi regulations, and international best practices.
- Review, assess, and approve contractors' HSE plans, risk assessments, method statements, and emergency response procedures.
- Monitor contractor HSE performance and ensure adherence to project safety standards and contractual obligations.
- Conduct regular site inspections, audits, and management walkdowns to identify risks and verify compliance.
- Lead investigations of incidents, accidents, near misses, and unsafe acts, ensuring root cause analysis and corrective actions are implemented.
- Establish and monitor HSE key performance indicators (KPIs), targets, and reporting mechanisms.
- Advise the Project Director and senior leadership team on HSE risks, trends, and mitigation strategies.
- Ensure effective implementation of permit-to-work systems and control of high-risk activities.
- Review construction methodologies and provide recommendations to eliminate or minimize health and safety risks.
- Lead HSE meetings, workshops, toolbox talks, and safety leadership initiatives.
- Promote a strong safety culture through workforce engagement, behavioural safety programs, and awareness campaigns.
- Coordinate with client representatives, contractors, regulatory authorities, and other stakeholders on all HSE matters.
- Manage and mentor HSE personnel, ensuring adequate resourcing, competency, and professional development.
- Oversee environmental compliance, including waste management, pollution prevention, and sustainability requirements.
- Ensure emergency preparedness plans are established, tested, and maintained throughout the project lifecycle.
- Prepare and present periodic HSE reports, dashboards, and management presentations to the client and project leadership.
- Support project risk management activities by identifying, assessing, and mitigating HSE-related risks.
- Drive continuous improvement initiatives to achieve project HSE objectives and world-class safety performance.

Qualifications
- Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
- Must hold a valid SCE Registration in Health & Safety.
- NEBOSH Diploma, CSP, CMIOSH, or equivalent professional certification.
- Minimum 15 years of HSE experience, including 8 years in a Senior HSE Manager role.
- Proven experience on large-scale infrastructure projects within a PMCM consultancy environment.
- Strong knowledge of Saudi HSE regulations and international best practices.
- Experience managing contractors, HSE audits, incident investigations, and risk assessments.
- Excellent leadership, communication, and stakeholder management skills.
- GCC/KSA project experience preferred.
- Fluent in English; Arabic is an advantage.
