- Establish and lead an integrated Project Controls Framework governing cost planning, schedule management, change control, and reporting across all transport projects
- Develop and implement consistent cost planning standards and templates
- Oversee preparation, validation, and maintenance of project budgets
- Collaborate with Central Development Unit and Finance to embed budget approval processes
- Ensure all projects maintain accurate and logically structured programmes validated through formal schedule assurance reviews
- Manage scheduling, budgeting, cost control, and risk management activities
- Provide expert analysis and insight into project performance through dashboards and reviews
- Embed project control staff within project teams for accurate data capture and reporting
- Ensure document control processes maintain version integrity and audit readiness
- Continuously review and improve project controls processes

- Extensive experience in project controls, cost planning, schedule management, and document control
- Experience in large scale infrastructure or transportation projects

Role Overview
- The Senior Director Project Controls will establish and lead a high performing, standardized integrated Project Controls function within Qiddiya's Transport Business Unit.
- Reporting to the Executive Director, Development Management Office, this role will drive consistency in cost, schedule, and reporting across all transport projects.
Key Objectives (First 18 months)
- Develop and implement a consistent, robust cost planning framework across all projects.
- Ensure project teams adopt the framework and are trained to apply it accurately.
- Work with the Central Development Unit to define and embed a transparent budget approval and funding process.
- Establish clear controls for ongoing budget tracking and change management.
- Strengthen programme management discipline by introducing logical, evidence based schedule validation.
- Ensure baseline schedules, float, dependencies, and critical paths are realistic and defensible.
- Build capability within the planning team to challenge delivery timelines and assess delay impacts.
- Embed cost, schedule, risk, and change management integration within project reporting.
- Partner with Transport Business Unit Governance team to align processes and approvals.
- Work seamlessly with Senior Directors of Procurement, Commercial, Finance, Risk, and Compliance.
- Recruit, develop, and empower a capable project controls team.
