Role Overview

Join a major project in Riyadh, Saudi Arabia, overseeing cost control, resource allocation, design review, budget control, and financial performance.

The role supports large-scale infrastructure and construction projects and provides expert cost advice to project managers and senior leadership.

Cost Control Responsibilities

  • Develop and maintain project budgets aligned with project goals.
  • Analyse and forecast cost performance against budgets and prepare stakeholder reports.
  • Maintain the programme and project Cost Breakdown Structure with version control.
  • Implement cost control systems to track expenses and variances.
  • Create financial models to forecast project costs and cash flows.

Risk, Delivery, and Leadership

  • Support risk assessments and mitigation strategies to reduce financial impacts.
  • Collaborate with cross-functional teams to keep deliverables within budget constraints.
  • Evaluate budget and cost performance and support business planning.
  • Provide cost advice to project managers and senior leadership.
  • Support recruitment, interviewing, and deployment of cost control staff.

Qualifications and Experience

  • A Bachelor's degree in Civil Engineering or Quantity Surveying is required.
  • The role requires 10–15 years of cost engineering and cost reporting or management experience.
  • Experience with large-scale infrastructure or major construction projects is preferred.
  • Experience leading cost control teams and managing the cost function at departmental level is required.

Technical and Professional Skills

  • Extensive knowledge of cost engineering principles, PMO practices, and budget management is required.
  • Strong Primavera systems and Excel proficiency is required.
  • Financial modelling, risk assessment, contract management, and design review knowledge are required.
  • Knowledge of Saudi construction practices, local regulations, and relevant standards is required.
  • Strong analytical, problem-solving, communication, interpersonal, and deadline-management skills are required.

  • The position is associated with a major infrastructure or construction project in Riyadh, Saudi Arabia.
